Chief Programs Officer Job Description
Reports to: Chief Executive Officer
FLSA: Fulltime salary exempt position

The Chief Programs Officer (CPO) will serve as a critical member of the executive leadership team. Reporting to, and in collaboration with the CEO, the CPO will articulate and implement the strategic vision and leadership of the agency; oversee a significant portfolio of programs and related services; evaluate the effectiveness of programs to provide ongoing feedback; help to promote and diversify funding through effective resource stewardship at an agency with a healthy mix of government funding and private philanthropic support; raise the agency’s profile through external communications; provide mentoring, guidance, supervision, and professional development to their leadership staff; and enhance the structure of the organization by staying abreast of developments in the aging landscape. The CPO will oversee a program portfolio that includes: 1) customer service; 2) information and referral; 3) caregiver support; 4) insurance counseling and education; 5) arts and education; 6) in-home care; 7) nutrition/kitchen; 8) service coordination; 9) social and engagement activities; and 10) wellness. The CPO will also engage the Board of Directors frequently under the direction of the CEO, making reports and serving as leader of assigned committees. The CPO must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while leading 3 administrators, and administrative assistant, and more than 10 programs/services throughout Delaware County.

Essential Job Functions and Expectations:
Strategy and Executive Leadership (40%)
• Partner with the CEO on all programmatic, service-related, and strategic issues with an eye toward identifying potential problems and continuous improvement of processes and systems, providing strategic recommendations to the CEO based on the analysis.
• Exercises good judgment in decision-making, effective and professional communication with both internal and external customers, including, but not limited to our board of directors, partner organizations, stakeholders, elected officials, funding sources, grantees, contractors, vendors, clients, members, and the general public; and may guide larger multidisciplinary teams outside of direct span of control.
• Serves as the executive team leader for programming and service management, including policy and structure development, implementation and management, upholding best practices, compliance with all federal and state funding regulations, certifications, and licensure requirements, risk management, and serving as a role model.
• The CPO will collaborate with their peers, the CFO, and leadership of human resources, information technology, strategic advancement, and communications and development to ensure that all programs and services initiatives work effectively, efficiently, and collaboratively in support of SourcePoint’s mission, vision, and values.
• Participates in the ongoing strategic planning process as an integral member of the executive leadership team, with an eye on meeting the evolving and growing needs of Delaware County’s residents aged 55 years and better and is responsible for implementation of the strategic plan involving programs and services.
• Attends all board meetings to serve as a resource to the CEO and periodically makes reports to the board of directors; engages the board governance committee around issues, trends, and changes in governance and leadership.


Programs and Services Management (60%)
• Lead all planning, organizing, operating, and staffing of SourcePoint’s internal/on-site and external/community-based programs and services.
• Develop, support, and manage direct staff, including administrators of community programs, in-home care, and nutrition.
• Develops and utilizes forward-looking, predictive models, and program and service analysis and evaluation for program sustainability and to develop new programs as needed.
• Engages in troubleshooting program and staff performance challenges, mentoring administrators, managers, and supervisors on how to proactively engage in planning to improve program management.
• Deploy resources efficiently and effectively toward organizational goals, working with staff to balance workload and effort, and provide regular feedback so that key staff can continuously improve their supervision and mentoring skills.
• Works with their team to identify, track, and report, key performance indicators and quality standards, and ensures compliance with funding and other regulatory requirements.
• Create and support a high performing culture in the program department aligned with SourcePoint’s culture of excellence.
• Develop a team-based environment to motivate and inspire staff to work collaboratively toward vision and goal, by clearly communicating agency vision, implementing yearly staff development plans and mentoring.
• Coordinate with the CEO to identify and create leadership and professional development opportunities for staff.
• Establish annual program, departmental and staff goals and objectives and track results against these goals as well as accountability protocols.
• Responsible for the development, implementation, and management of the annual programs/services budget in conjunction with the CFO and CEO.
• Review all formal contracts, procedures, processes, and administration of these areas, recommending improvements to the processes and systems in place.


Qualifications
The CPO will be an experienced and mature leader with at least 10-15 years in nonprofit or governmental leadership overseeing multiple programs, ideally, serving the aging community, followed by a comprehensive working knowledge of program planning, organizational structure, budgeting, and demonstrated ability to analyze and compile complex data for planning and reporting purposes. They will ideally have experience managing high-performing teams in a medium to large organization with multiple funding sources and program areas.

The CPO will have the following experience and attributes:
• Advanced Degree in Business/Public Administration/Macro-level Social Work or a related field is required; an MSW/MBA/MPA would be a plus.
• Mature, ethical, and proactive, with evidence of having worked as a true business partner to the chief executive of a non-profit entity.
• Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders.
• Strong relationship builder with the ability to find common ground, build consensus, and strengthen collaboration among diverse stakeholders.
• Ability to successfully navigate in a fast-paced, outcomes-driven environment.
• Keen knowledge of Delaware County’s social service landscape including community partners, government, and aging services.
• Knowledge of the Older American’s Act programming, and state and national aging issues.
• Demonstrated commitment to the values of diversity, inclusiveness, and empowerment.
• Skill in examining, developing, reengineering, and programs and service policies, procedures, and structure.
• Strong analytical skills and experience interpreting a strategic vision into an operational model.
• A collaborative and flexible style, with a strong service mentality. Needs to be seen as a team player who is committed to lifelong learning.
• A hands-on manager with integrity and a desire to work in a dynamic, mission-driven environment.
• An effective communicator, with strong oral and written skills
• Strong commitment to developing team members.
• Demonstrated commitment to the social sector with a passion for the organization’s mission is essential.
• Self-motivated, reliable, and maintains a high level of integrity.

This position would be contingent on written consent for a background check and must come back satisfactory.
Other
It is recognized that in any organization, particularly a small organization, it is necessary to assume new responsibilities appropriate to ensure a smooth continuity of operations with the organization. Not only is the Chief Programs Officer required to wear many hats, but it is expected that this person will be familiar with the work of others to the point of being able to fill in on a temporary basis. It is also anticipated that other organizational needs will emerge which will be assigned to this position.
