POSITION: Chief Plant Operator
POSITION NO: 7.201

ESSENTIAL DUTIES
- Supervises and manages the operation and maintenance of the City's municipal wells and water treatment facilities.
- Supervises the maintenance and repair work of the wells and treatment facilities.
- Selects and coordinates program/project activities with contracted vendors.
- Performs supervisory tasks including, but not limited to the following: scheduling and assigning duties to subordinates; hiring, performance evaluation and disciplinary action of subordinate employees; conducting safety training programs; performing safety inspections and implementing corrective actions as required; and performing first level review of subordinate employee grievances.
- Prepares and submits operational reports for local, state, and federal agencies, and internal use.
- Evaluates sample results and makes appropriate adjustments in operational procedures to ensure delivery of water to the community is in compliance with requirements of the Safe Water Drinking Act and FEDP.
- Monitors customer service requests and work orders to ensure timely response and completion.
- Develops and maintains operations records to monitor and assure compliance with Departmental program objectives.
- Assists in budget preparation and monitors expenditures.
- Prepares and submits purchase requisitions for acquisition of equipment parts and supplies.
- Instructs personnel in operation and maintenance of equipment and
procedures necessary in the operation of municipal wells and water
treatment facilities.
- Responds to and resolves customer complaints.
- May act as Water and Sewer Deputy Director when Deputy Director is absent.
- Performs related duties as required.
MINIMUM QUALIFICATIONS
Knowledge, Abilities, and Skills:
- Extensive knowledge of principles, practices, methods, and equipment used in advanced water treatment facilities.
- Considerable knowledge of safety regulations, precautions and occupational hazards, and the ability to promote safety among subordinates.
- Considerable knowledge of supervisory techniques and principles and practices of administration.
- Considerable knowledge of the rules, regulations and procedure of the Public Works Department and the City.
- Knowledge of the operating characteristics and maintenance requirements of the water plant equipment.
- Considerable skill in the operation of equipment used within the Division, as required.
- Ability to plan, organize, coordinate, and supervise the work of subordinates.
- Ability to maintain accurate records, prepare clear and concise reports of plant operations and maintenance, and conduct basic laboratory tests.
- Considerable knowledge of material, tools, machinery and equipment used to install, maintain, and repair water distribution and sewer collection systems components.
- Ability to physically perform assigned duties; perform heavy manual work in all weather conditions.
- Ability to lift, carry, pull, push, and maneuver bulky and heavy materials; lift objects up to 75 pounds and routinely lift up to 50 pounds overhead.
- Ability to utilize Microsoft Office; including E mail, records keeping, and purchasing/inventory programs.
TRAINING AND EDUCATION:
- Graduation from high school, supplemented by extensive course work in theories and principles of water treatment operations, maintenance, engineering, chemistry, or biology. Five years progressively responsible experience in water treatment with three years in a supervisory position.
- Or, an equivalent combination of training and experience which provides the required knowledge, skills and abilities.
SPECIAL REQUIREMENTS:
- Possession of a current State of Florida (FDEP) Drinking Water Plant Operators class "A" license.
- Possession of a valid Florida Driver's License.
