Under limited supervision, oversees, operates and performs a variety of skilled technical and maintenance work in the operation, maintenance and repair of wastewater treatment facilities and systems. Work involves supervising plant operations supervisors, wastewater treatment operators and maintenance workers as needed. Reports to the Utilities Director and/or Assistant Utilities Director.
Examples of Duties / Knowledge & Skills
Responsible for the daily operation of the Cochran Road Wastewater Treatment Plant.
Supervises the performance of all tests as required by DHEC regulations.
Prepares and files records of plant operations.
Prepares monthly reports (both electronic and written) as required by SCDHEC and has primary signature authority.
Supervises the performance of and performs all necessary repairs on plant equipment.
Maintains records pertinent to repair and maintenance on all plant and equipment.
Implements a preventative maintenance program on all plant and pump station equipment.
Supervises Treatment Plant and pump station employees.
Prepares Wastewater Treatment Plant budget, and aids the Clemson Utilities Director in preparing the Wastewater Treatment Plant budget for the Cochran Road treatment facility and pump stations budget.
Advises direct supervisors regarding budget matters, equipment condition, quality of effluent and makes recommendations accordingly.
Directs the activities of workers in A²O Process, which is anaerobic (A), anoxic (A) and aerobic (O) process, which includes membrane biological reactors (MBRs), flow meters, aerators and UV disinfection.
Inspects equipment, such as pumps, blowers, and chlorinators to detect malfunctions.
Supervises the testing of influent and effluent water to maintain parameters as specified in the National Pollutant Discharge Elimination System permits, (NPDES.)
Confers with engineering personnel upon advising supervisor, and directs workers in repair and maintenance of machinery and equipment.
Checks plant parameters daily and makes adjustments.
Provides on-call duty coverage 24 hours a day, 7 days a week.
Monitors the performance of all equipment, gauges and charts in the Treatment Plants; Records statistical data concerning plant operations; Maintains, operates, repairs and replaces equipment as necessary.
Writes and updates laboratory procedures; responsible for lab standards and certification of the Cochran Road plant laboratories with SC DHEC. Maintains Treatment Plant standard operating procedures (SOP).
Orders or makes sure designee has ordered all repair parts, chemicals, and supplies to ensure continuous operation of plants.
Monitors and makes changes to the SCADA System as needed for plant operations.
Operates, maintains and repairs malfunctions at the wastewater Treatment Plants; repairs gauges, pumps, filters and other controls and equipment.
Assures that plants operate within required standards.
Responsible for preparing and submitting the NPDES Permit application for the waste Treatment Plant permit renewal.
Operates or supervises employees in the operation of a variety of equipment and machinery including centrifugal machine, hydro screens, autoclaves, pumps, settling tanks, storage tanks, equalization basin, generator, computer, etc.
Uses a variety of tools and supplies including computers screens, brushes, paddles, scales, tachometer, filter cloth, pans, tables, power hand tools, hand tools, wrenches, gas monitors, lab meters. Ph meter, laboratory glassware, manuals and plans, tripod, lawn mower, tractor, weed eater, etc.
Oversees the Biosolids Program, including inspections, land application by contractor and sampling as primary signature authority.
Oversees the Stormwater Pollution Prevention Program, including inspections and sampling as primary signature authority.
Oversees laboratory training and QC program including blind sampling, as required by SC DHEC laboratory certification.
Minimum qualifications & Requirements
Requires a high school diploma supplemented by two years post secondary college or technical training in biology, environmental science, chemistry, or a closely related field and four years of wastewater Treatment Plant operation experience in a wastewater utility; or any equivalent combination of education, training, and experience, which provides the required skills, knowledge, and abilities. Prefer a four year degree in biology, environmental science, chemistry, or a closely related field with four years of Treatment Plant operation. Must have Class "A" Certification as a Biological Wastewater Treatment Plant Operator from State of SC Environmental Certification Board. Must have a valid South Carolina driver's license. Employee is required to abide by all City of Clemson, State, and Federal Safety Laws
