Job description

As a member of the executive leadership team, the Chief Operations Officer (COO) will actively participate in strategic, operation, and financial decision-making. The COO will have oversight of multiple departments ensuring achievement of adopted goals and strategies. The COO will have an active role in establishing systems and structures to support the overall vision and strategic direction for the City of Albuquerque while assessing and identifying operational strategies, performance metrics, and financial performance of assigned departments.

Bachelor's or Master's degree from an accredited college or university preferred.
Proven experience in a senior leadership role, preferably as a Chief Operating Officer or similar position preferred.
Experience managing operational aspects of a large multifaceted organization preferred.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within 6 months from date of hire.

  • Principles and practices of program development and administration
  • Pertinent Federal, State, and local laws, codes and regulations
  • Methods and techniques of enforcing applicable codes and ordinances
  • Advanced principles and methods of research, analysis and reporting
  • Principles and practices of municipal budget preparation and administration
  • Effective metrics and/or performance-based management measurement techniques
  • Contract negotiations and management
  • Principles of leadership and personnel management
  • Plan, organize, direct and coordinate the work of a municipal organization
  • Interpret, explain, develop and enforce departmental policies, procedures and applicable ordinances, codes and regulations when applicable.
  • Select, supervise, train and evaluate staff
  • Coordinate division activities and programs with outside agencies and divisions
  • Meet programmatic and regulatory requirements and deadlines
  • Analyze and assess programs, policies and operational needs and make appropriate adjustments
  • Identify and respond to sensitive community and organizational issues, concerns and needs
  • Participate in the development and administration of department goals, objectives and procedures
  • Prepare and administer large and complex budgets
  • Prepare administrative and financial reports
  • Analyze problems, identify alternative solutions; project consequences of proposed actions and implement recommendations in support of goals
  • Research, analyze and evaluate new service delivery methods and techniques
  • Interpret and apply Federal, State and local policies, laws and regulations keeping abreast of current developments and relevant legislation affecting department operations
  • Establish and maintain effective and cooperative working relationships with a wide variety of individuals and community groups, City staff and the general public
  • Work with persons from diverse social, cultural, and economic backgrounds as well as a variety of work styles, personalities, and approaches
  • Perform the essential functions of the job with or without reasonable accommodation
