Job Description
The Iowa Economic Development Authority (IEDA) is seeking a highly motivated and experienced Chief Operating Officer (COO) to join our senior leadership team.
The COO will be responsible for strategically leading the Iowa Economic Development Authority | Iowa Finance Authority (IEDA|IFA).
This key leadership role serves to operate the day-to-day functions of IEDA|IFA. The COO is responsible for the strategic planning and implementation of IEDA|IFA.
General Duties:
  • Initiates and implements policy decisions impacting both the day-to-day and long-range operations of all facets of IEDA|IFA in support of their mission.
  • Leads and supervises teams and departments towards accomplishing IEDA|IFA mission and goals.
  • Establish operational direction, systems, and processes that enhance delivery by team members of services to internal and external customers.
  • Develop and maintain effective working relationships with a broad spectrum of stakeholders outside of the organization to generate executive, legislative, and related support for IEDA|IFA and Governor's Office decisions on program priorities and goals.
  • Provide input on internal and external proposals
  • Define, implement, and maintain consistent processes & procedures, including identification and implementation of improvements and efficiencies where beneficial.
  • Establish operational control measures to obtain data and reports required for effective program decision-making.
  • Leads teams of professionals accomplishing IEDA|IFA mission and goals.
  • Performs supervisory tasks for assigned team members

The COO position is a non-contract, non-merit position that is classified by the State of Iowa as a Chief Operating Officer Iowa Economic Development Authority. This position is exempt per FLSA standards.
Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Minimum Qualification Requirements
Graduation from an accredited four-year college or university with a degree in any field, and experience equal to eight years of full-time work as a senior manager in a recognized Iowa Economic Development Authority area (e.g., law, finance, or marketing).
