Position Overview and Responsibilities:
The Division of State Group Insurance (DSGI) offers and manages a comprehensive package of health and wellness benefits for active and retired state employees and their families, including:

  • a variety of health insurance options
  • flexible spending and health savings accounts
  • life insurance
  • dental, vision and other supplemental insurance products


DSGI is seeking an innovative and experienced leader to join a growing and multifaceted team responsible for administering more than 620,000 policies and accounts actively through 19 different providers.This position serves as the Chief of Contracts & Member Services for the Division of State Group Insurance (DSGI), overseeing the Contract Management section, Member Services section, and medical review functional area. This includes managing contracts and programs; ensuring compliance with pretax cafeteria plan requirements; communicating insurance benefits information to members and stakeholders; coordinating open enrollment activities.

 

Specific key responsibilities include, but are not limited to, the following:

 

  • Overseeing the development of bid specifications for benefit procurement initiatives and serves as a member of the negotiation team for competitive procurements.
  • Contract management - including contract renewals and negotiations, procurement research and development, and the implementation of new contracts.
  • Reviewing communications, such as plan documents, summaries of benefits and coverage, and mass mailings.
  • Managing and providing oversight of all annual Open Enrollment activities from scheduling the Open Enrollment sessions and webinars, communication campaigns, and coordinating vendors and other partners regarding Open Enrollment activities.
  • Managing medical reviews including and providing determinations for Level II appeals; representing the DSGI in litigation hearings and coordinating with the Department of Management Services, General Counsel's Office regarding legal responses; providing medical determinations for the selected exempt service/senior management service disability income replacement reviews; and coordinating with contract managers regarding benefits and services related to appeals.
  • Representing DSGI at contracted vendor meetings, human resource officer meetings, and other meetings as determined by the director.
  • Providing status updates, reports, presentations, and other materials for executive and legislative briefings.
  • Developing and maintaining work plans and strategic plans to identify deliverables and impacts to members and other stakeholders, and to ensure key milestones are met.
  • Effectively supervising the performance of direct reports to ensure division and agency performance goals are met or exceeded and complies with the Department's employment policies and procedures and the State's statutes and rules.

 

Knowledge, Skills, and Abilities:

  • Strong knowledge of procurement processes and contract management.
  • Knowledge and experience in benefits administration.
  • Knowledge of legislative processes, government regulations and compliance requirements.
  • Excellent and proven leadership skills.
  • Strong interpersonal and communication skills, both written and verbal.
  • Ability to use logic and analysis to identify the strengths and weaknesses of different approaches.
  • Ability to work independently and coordinate the work activities of direct reports.
  • Skill in exercising initiative, judgment, problem-solving, and decision-making.
  • Exceptional organizational skills.
  • Ability to think and plan strategically.
  • Exceptional time management skills.
  • Ability to identify root causes of issues and recommend short- and long-term solutions.
  • Proficiency in Microsoft Office Suite.

 

Minimum Qualifications:

  • Five years of public or private experience in healthcare, insurance, human resources, public or business administration, or related field.
  • A minimum of two years of project management, contract management or customer service relations experience.
  • A Florida Certified Contract Manager (FCCM) and Negotiator (FCCN) certifications or the ability to obtain within the first six months of employment.
