Job Description:
In recent past, the Nebraska Office of the Chief Information Officer has consolidated and centralized technology services and established itself as a reliable provider to Nebraska state government. Governor Pillen aims to build on these strengths, empowering a leader with strong technology, strategic and business acumen. Maintaining quality service is key, and it is also a foundation to build a more comprehensive partnership with client agencies to maximize performance and ROI for acquisitions and programs specific to individual agencies or programs. As a member of the Governor’s Cabinet, the Director will have full access to cabinet partners to identify opportunities for performance improvement and cost savings, and to partner in engineering solutions and improvements. Excellent service, more strategic investments in technology and services at the agency level, enhanced performance and cost savings are all within reach with the right leadership and the support of the Governor. We seek the individual who can execute this strategy.
The Chief Information Officer (CIO) for the State of Nebraska oversees a complex information technology operation. The CIO is responsible for strategic enterprise planning and management of all IT resources and services for the Governor.
The CIO provides leadership for the state’s enterprise applications, infrastructure, telecommunications, and network services functions and is charged with developing a high quality, transparent, and service-oriented IT organization through the successful integration and coordination of these units across the state, including instructional, research, and business functions.
The CIO is responsible for developing technologies, implementing innovative applications, providing coordination and leadership over state IT projects, and enhancing the state’s IT function.

Job Duties
  • Develop and manage the biennial IT budget and planning
  • Evaluate and assess current technology and operations to guide future technology investments with a focus on continuous improvement
  • Direct process improvement efforts and establish IT standards to develop efficiency and excellent service delivery
  • Develop an IT environment that responds to state needs and provides reliable and dependable performance including data analytics across systems
  • Supervise, recruit, develop, retain, and organize all IT staff, including IT contract labor
  • Maintain knowledge of trends and issues in the IT industry; including technologies and pricing, especially as they relate to government and higher education
  • Oversee state technology initiatives, such as the Statewide Public Safety Communications Initiative and Network Nebraska
  • Plan and manage statewide information technology and telecommunications services for state agencies, county government, K-12, health information and public safety agencies
  • Provide input to legislation affecting information technology services of the agency, state government and political subdivisions.
  • Establish and manage the state project management office (PMO)
  • Provide administrative and operational support for the Nebraska Information Technology Commission (NITC) and Rural Broadband Task Force
  • Develop rates for services, and provide oversight of operating a major information technology enterprise operation
  • Analyze and manage service level contracts with current and prospective vendors
Skill Set
  • Extensive management-level supervisory and leadership responsibilities in a complex multi-faceted technology environment
  • Experienced in leading the development of an enterprise IT strategic plan and its implementation in a complex organization
  • Provide and manage an inclusive technology planning process that assists leadership in defining and achieving the purpose and future direction of the state
  • Conduct research and analysis on emerging technology, preparing recommendations for agency action
  • Demonstrated experience in IT project planning, budgeting and management, policy development, process transformation, and personnel management
  • Demonstrated understanding of the spectrum of IT activities, including technology infrastructure, academic and research computing, administrative systems, and grant and outreach activities
  • Experience leading transformational change
  • Ability to participate effectively as a member of a collaborative and collegial team
Statutes
86-519. Office of Chief Information Officer; created.
The office of Chief Information Officer is created. The Chief Information Officer shall be appointed by and serve at the pleasure of the Governor with the approval of a majority of the Legislature. For administrative and budgetary purposes, the office of Chief Information Officer shall be located in the Department of Administrative Services which shall provide necessary support services for the office. All administrative and budgetary decisions for the office shall be made by the Chief Information Officer.
86-520. Chief Information Officer; duties.
  • The Chief Information Officer shall:
  • Maintain, in cooperation with the Department of Administrative Services, an inventory of noneducation state government technology assets, including hardware, applications, and databases;
  • Recommend policies and guidelines for acceptable and cost-effective use of information technology in noneducation state government;
  • Advise the Governor and Legislature on policy issues affecting noneducation state government related to information technology;
  • Coordinate efforts among other noneducation state government technology agencies and coordinating bodies;
  • Implement a strategic, tactical, and project planning process for noneducation state government information technology that is linked to the budget process;
  • Assist the budget division of the Department of Administrative Services and Legislative Fiscal Analyst in evaluating technology-related budget requests;
  • Work with each governmental department and noneducation state agency to evaluate and act upon opportunities to more efficiently and effectively deliver government services through the use of information technology;
  • Recommend to the Governor and Legislature methods for improving the organization and management of data by noneducation agencies to achieve the goals of making information sharable and reusable, eliminating redundancy of data and programs, improving the quality and usefulness of data, and improving access to data, and implement such recommendations as the Governor or Legislature may direct;
  • Monitor the status of major noneducation state government technology projects;
  • Establish and maintain Network Nebraska pursuant to section 86-5,100;
  • Apply in aggregate for reimbursements from the federal Universal Service Fund pursuant to section 254 of the Telecommunications Act of 1996, 47 U.S.C. 254, as such section existed on January 1, 2006, on behalf of school districts requesting to be included in such aggregated application;
  • Administer such funds as may be appropriated to the Chief Information Officer by the Legislature;
  • Monitor the status of information technology projects that are enterprise projects;
  • Collect information from state agencies, boards, and commissions as provided in section 86-524.01; and
  • Complete other tasks as assigned by the Governor.
