Position Summary: The Chief Human Resources Officer (CHRO) is a key member of the executive leadership team, entrusted with the development and execution of a comprehensive Human Resources strategy in alignment with our organizational objectives. This strategic leader oversees all facets of the Human Resources (HR) operations from both a strategic and tactical standpoint, instrumental in shaping and nurturing a culture that reflects our core values while enhancing organizational efficiency, talent management, and employee engagement. Position Responsibilities: In a manner consistent with supporting The Arc NCR Mission Statement the CHRO shall do the following: Job Responsibilities Serve as a steadfast advocate for our mission and values, fostering a culture of inclusion and equity across all organizational domains.

Spearhead initiatives to promote diversity, equity, and inclusion, ensuring these principles are embedded throughout our policies and practices. Design and implement employee relations policies and practices to foster a positive work environment and elevate employee morale and motivation. Develop and execute a robust talent management strategy aligned with organizational objectives, focusing on retention, development, and succession planning.

Cultivate a culture of learning and development, facilitating programs that support employee growth, advancement, and job satisfaction. Develop, implement, and monitor comprehensive training programs to meet agency requirements and enhance employee skill sets, fostering a vibrant learning culture. (i.e., I-CAMP, DSP/FLS Badge Program).

Provide guidance and oversight on performance management processes, ensuring fairness and consistency across the organization. Lead recruitment efforts to attract top talent, aligning with organizational needs and values. Collaborate with senior management on organizational planning, including culture assessment, job design, and succession planning.

Ensure compliance with all relevant employment laws and regulations, minimizing legal risks and maintaining a safe and inclusive work environment (i.e., FLSA, FMLA, ADA, OSHA, immigration laws and regulations). Develop, update, and enforce HR policies and procedures to align with legal requirements. Conduct audits and investigations to address compliance issues promptly.

Provide guidance and training to staff on HR compliance matters. Collaborate with legal counsel and regulatory agencies as needed. Stay informed about changes in employment laws and adjust policies accordingly.

Represent the organization during audits and investigations. Oversee employee communication channels and feedback mechanisms, fostering open dialogue and transparency. Collaborate with executive leadership to develop and monitor HR budgets, ensuring effective resource allocation.

Manage benefit programs, conducting research to enhance employee satisfaction and retention. Establish and oversee compensation structures and pay policies, conducting regular reviews to maintain competitiveness and cost-effectiveness. Lead participation in salary surveys and benchmarking exercises to inform pay practices and ensure market competitiveness.

Recruit, cultivate, oversee, and develop HR team members. Collaborate with the chair to take charge of and actively participate in various committees as required, such as the Social Justice Committee and the Employer of Choice Committee. Education, Training and Experience: Bachelor's Degree required, preferably in Human Resources, Organizational Development or Business Administration; Master's Degree preferred.

Professional certifications such as PHR, SPHR, SHRM-CP, or SHRM-SCP required. Eight (8) or more years of progressive experience in Human Resources, with at least five (5) years in a senior or leadership capacity. Extensive knowledge of employment laws and regulations.

Effective analytical abilities and clear communication skills. Leadership experience in HR compliance management. Proven track record in designing and delivering employee training programs within an organization.

Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, and Outlook). Additional Requirements: Access to reliable transportation. Active valid drivers license, a clean driving record, and no more than two (2) points.

Maintain proof of current automobile insurance. Maintenance of all required trainings under DDA guidelines and The Arc Northern Chesapeake Region policies and procedures. Flexibility of scheduling to meet agency and program needs.
