Job description

FUNCTIONAL PURPOSE
The purpose of this position is to provide executive level leadership to develop the vision, mission, goals, and objectives for Human Resources in collaboration with district leaders to ensure WS/FCS recruits, maintains, develops, recognizes, and rewards a high-quality workforce that meets the needs of students, parents, and the community.
DUTIES AND RESPONSIBILITIES:
  • Collaborates with executive leadership to define the school district's long-term mission and goals; identifies ways to support this mission through talent management.
  • Assumes leadership role on the Superintendent's Cabinet; assist with long-range strategic planning, assists with developing system-wide plans, policies, and activities.
  • Provides the district's Human Capital Management strategy and continuously improves strategies, processes, and procedures.
  • Partners with HR leadership team to ensure recruitment and hiring functions are well executed including recruitment of candidates, applicant interviewing, applicant selection, background investigations, reference checks, and onboarding. Additionally, ensures the team establishes and maintains employee certification.
  • Directs the administration of diversity recruitment and retention programs
  • Works closely with HR leadership team in the planning, directing, supervising, assigning, and evaluating employee benefits, workers compensation, and operational support services.
  • Oversees the administration of the district's compensation and performance evaluation programs, including job descriptions, salary surveys and position re-classification.
  • Provides executive guidance to district and HR leadership in interpreting policies and procedures and in counseling directors, officers, employees and other government agencies on employment, record keeping, grievance and other personnel matters and procedures.
  • Collaborates with the legal department on investigation, analysis, and decision-making process regarding employee relations issues and/or other related policy issues.
  • Determines HR process training needs throughout the district; develops and plans training programs to meet the established needs.
  • Directs the investigation, analysis, and method formulation for handling special projects; evaluates project progression and results; ensures project goals and timelines are met.
  • Prepares and delivers both written and oral presentations on recruitment, retention, benefits, compensation, and HR operations to a variety of audiences including the district's Board of Education.
  • Ensures federal, state, and local compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.
  • Maintains knowledge of laws, regulations, and best practices in employment law, Human Resources, and talent management, adjusting plans, policies, and procedures accordingly.
  • Supervises direct reports, including hiring and firing, evaluating, assigning special projects, monitoring attendance and travel reports, and granting leave.
  • Evaluates and directs the implementation of technology solutions to improve the efficiency and effectiveness of HR processes and procedures.
  • Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Extensive knowledge of the principles, procedures, and practices of public Human Resources administration including recruitment, retention, compensation, benefits, and employee relations.
  • Thorough knowledge of federal, state, and local laws, rules and regulations governing Human Resources administration.
  • Clear understanding of ethical guidelines applicable to the position as outlined by the professional standards and/or federal, state, and local laws, rules, and regulations.
  • Comprehensive knowledge of Human Resources management principles, practices, and techniques as they relate to the administration of talent resources and planning, position management, staff development and training, policy development and administration, employee relations, and related human capital management functions.
  • Knowledge of current literature, trends and developments in the field of Human Resources with the ability to develop strategies based on current and future trends.
  • Proven ability to successfully lead a large Human Resources Department that serves 7,400+ employees.
  • Ability to provide leadership and to supervise the planning, development, and implementation of new and/or modified Human Resources programs/services.
  • Ability to effectively express ideas orally and in writing to a diverse audience.
  • Ability to make oral presentations before large groups of people.
  • Proficient with Microsoft Office Suite, Google Docs, and related software.
EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Minimum: Master's degree in business administration, Human Resources or education administration or related field PLUS eight years of progressively responsible experience in public sector Human Resources administration including five years in a supervisory capacity; or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Desirable: Master's degree in business administration, Human Resources, or education administration PLUS ten years of progressively responsible experience in public sector Human Resources administration including six years in a supervisory capacity.
CERTIFICATION AND LICENSURE REQUIREMENTS:
  • Professional Human Resources Certification (SHRM-CP, SHRM-SCP, PHR or SPHR) preferred
  • Valid NC Driver's License required

Pay Grade - CHRO - Minimum Monthly Salary of $10,000 - Full Time Position
