Job Description - Chief Executive Officer

Desert Sage Health Centers (DSHC) is a Federally Qualified Health Centers (FQHCs) committed to providing patient-centric quality health care to the community it serves. The Chief Executive Officer (CEO) is responsible for maintaining and growing the success of the health center. The CEO supports and drives the delivery of high-quality care to its patients. The CEO thinks strategically with proven management and relationship skills, with a solid knowledge of healthcare finance, operations and quality improvement, as well as the ability to navigate the challenges in today’s health care world.

Scope and Responsibilities

Reporting and accountable to the Board of Directors, the CEO is responsible for the overall management of the organization. This person will strengthen organizational capacity and ensure quality services and financial accountability. The CEO will cultivate relationships with key stakeholder groups, including public officials within the government, business and healthcare communities.

Primary Responsibilities:

Management, Oversight & Administration

  • Responsible for the day-to-day operations, of current and future sites owned and managed by DSHC.
  • Manage the delivery of high-quality primary, dental and behavioral health services with efficiency and effectiveness.
  • Provide and support the organizations evolving culture to support the health center’s core values.
  • Recruit and develop a diverse group of clinical, professional and administrative staff.
  • Promote programs and services that support the organization’s mission and strategic goals that meet the needs of the community.
  • Continuously improve and strengthen organizational capacities and structure.
  • Supervise and develop direct reports, manage and cultivate contractor relationships.

Fiscal Oversight and Financial Management

  • Responsible for the development of appropriate annual and long-term financial objectives and demonstrates the ability to consistently achieve these goals.
  • Oversees the implementation of appropriate systems to protect assets and maintain effective control of operations.
  • Ensures compliance with all federal, state, local, and regulatory laws, and requirements of grant and funding sources.
  • Manage and participate as a key participant for annual financial audits

Human Resources/EEO

  • Ensures the development of effective recruitment and retention plans and programs.
  • Leads the necessary human resources to achieve objectives.
  • Supervises and manages Executive Leadership Team; includes providing overall direction, coordination and evaluation of these departments.

Quality Improvement and Compliance

  • Maintain high standards of care and productivity by participating and implementing quality improvement activities and keeps current on developments in the healthcare industry.
  • Maintain and evolve an excellent standing with all funding agencies, including Federal, and State through compliance with regulatory requirements and reporting.
  • Maintain all necessary licenses and certifications for the Center’s operation.

Strategic Planning

  • Works with the Board to develop a plan to implement the future of the organization.
  • Responsible for setting and managing objectives and plans that meet the needs of the DSHC patients and the community.
  • Ensures consistent and timely progress toward strategic objectives.
  • Prepares an operating plan and allocates resources consistent with the short and long- term strategic objectives.
  • Reports strategic plan progress to the board quarterly.

Governance & Board Relations

  • Cultivate a strong and transparent working relationship with the DSHC Board and promote open communication around quality, finances and program performance.
  • In partnership with the Board, recruit and maintain a diverse and inclusive Board that represents the communities Desert Sage serves.
  • Work with the Board President to enable the Board to fulfill its governance functions, as well as each committee and individual Board member.
  • Implements Board policies and recommends policies for Board consideration.

Minimum Experience and Skills Required:

  • Ten (10) years of advanced senior leadership experience serving in a public health/or non-profit organization (FQHC preferred).
  • Excellent oral and written communication skills, including public speaking and presentation skills.
  • Experience in public policy, including political relationships, as well as responding to legislative and regulatory changes likely to affect DSHC patients/organization.
  • Experience working effectively with multiple organizations, and an active Board of Directors.
  • Exceptional interpersonal skills in order to provide linkage with the community. Ability to work effectively with people of diverse cultures, ages, and backgrounds.
  • Demonstrate initiative, a high level of organization, flexibility and the ability to manage multiple priorities simultaneously and deal with a high level of ambiguity.

Education, Licenses and/or Certifications Required:

  • Bachelor’s Degree.

Preferred Qualifications:

  • Prior CEO or CFO in a Federally Qualified Health Center with a proven fiscal management experience and understanding.
  • Master’s Degree in Public Health, healthcare administration, business administration or other relevant field strongly preferred.
