Chief Estimator - Heavy Civil Construction

The ideal candidate has Heavy Civil Construction experience including earthwork, paving, underground (wet utilities) and concrete work. We work in both the private and public sectors and having proven successful experience in both is preferred. This role works closely with the team of senior estimators to deliver quality bids on prospective projects in the Bay Area. The position also collaborates closely with the project management, field operations experts and the senior management team to strategize and develop project approaches and plans. This includes partnerships with our local owners, clients, subcontractors, and suppliers to deliver legendary results. The Chief Estimator plays a key role in this culture and philosophy to lead the estimating team, including estimators, takeoff engineers, contracts and bid administration. What a Chief Estimator's day could look like: * Determine project bidding viability to make Go or No Go bid decisions in coordination with Estimators. Assign Estimator to each Go bid. * Oversee bid processes of Estimators by assisting with prioritizing, answering questions, managing deadlines and resolving bigger issues associated with bid package assembly. * Work with Estimator to schedule bid reviews with Estimators and Field Staff and conduct site visits with Estimators on large projects before bid day. * Cursory review of project plans, specifications, addenda & takeoff and coordinate with the estimator to confirm complete scope. * Review Risk Register with Estimator to identify risk issues and their order of magnitude. * Review estimates for accuracy and consistency as well as alignment with cost histories. * Bid day oversight of Estimator to make decision to make the goal or try for GFE prior to bid submittal * Sign off on all contracts after approved by Estimator and Contract Administrator. Includes comparison to original bid. * Oversee analysis of past performance on projects and establish estimating standards for all future estimates based on such analysis. * Communicate with all levels of team members and elevate matters appropriately to management. * Actively participate in industry, client and community relations to enhance company image. * Build and maintain effective relationships with customers, design team, subcontractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customer's expectations. The ideal candidate will possess; * Education and experience requirements that include bachelor's degree preferred 4-year construction management or engineering degree plus 7-10 years technical training and/or experience. * Computer estimating skills are a must, including HCSS HeavyBid. * Knowledge of estimating techniques and cost control, plus the ability to interpret computerized cost data and systems is essential. * All candidates should have a knowledge of private, public (I.e., county, city), Caltrans specifications, with a proven track record of bringing in contracts on time and on budget.
