Basic Function: The Chief Engineer of MOW is responsible for supervising and assuring the safety of the employees assigned in the construction and Maintenance of track, roadbed and right-of-way, within an assigned territory, according to Railroad Standards, within an allotted budget, to ensure the safe and efficient operation of trains.
REPORTING RELATIONSHIPS:
Reports To: Vice President of Engineering
Supervises: Roadmasters, Assistant Chief Engineer of MOW
Indirectly supervises all engineering employees

  • Welders / Machine Operators
  • Track Laborers / Surfacing Gang

ESSENTIAL DUTIES/RESPONSIBILITIES:
  1. Supervises employees' activities. Setting and maintaining standards of performance, obtaining high productivity and quality work by being proficient in and able to teach, demonstrate, and supervise employees in the following: Maintenance of Way rules, safety rules, FRA rules, accounting procedures, standard plans, engineering drawings, good housekeeping procedures, equipment utilization and maintenance, track surfacing and curve lining procedures, tie installation, ballast unloading, track inspections, correcting defects, FRA and geometry car and rail detector car.
  2. Leads, trains and develops skills of subordinates to achieve optimum quality, performance and productivity. This includes performance appraisals.
  3. Supervises the corrective action taken for emergency conditions e.g., derailments, washout, high water, etc., as follows: Inspect emergency condition, plan corrective action, arrange for needed equipment, material and manpower, supervise corrective action, try to ascertain cause of emergency.
  4. Develops a five-year plan for review and approval.
  5. Gathers data and makes recommendations on capital and operating budget along with identifying excess real estate. Implementation of capital program including scheduling, estimating, cash flow, obtains bids and procures material, prepares bid documents to arrange for contractors implementation of program, oversee project budget.
  6. Follows company safety procedures, uses common sense and maintains an overall level of safety awareness when operating in work environment.
  7. Assumes Vice President of Engineering duties for short periods when requested and performs other miscellaneous duties as assigned.
  8. Responsible for performing duties and working hours as scheduled, including overtime, holidays, nights and weekends. (May be on call for emergency response 24 hours a day, seven days a week).

JOB REQUIREMENTS:
Education, Licenses/Certifications and Work Experience
College graduate or equivalent preferred, but not required. Candidates must have experience with budgets, planning and implementation of capital programs. The preferred candidate will have a minimum ten years' experience in railroad maintenance and a minimum of five years as Roadmaster or equivalent. Must possess a current valid driver's license and be able to provide proof of insurability.

  • Thorough knowledge and understanding of the General Code of Operating Rules, IAIS and FRA rules and regulations.
  • Working knowledge with budget preparation, cost analysis and cost evaluations.
  • Working knowledge PC applications and general office equipment. Strong MS Excel skills a plus.
  • Ability to establish and maintain good working relationships with co-workers, management, and customers (internal and external).

PHYSICAL REQUIREMENTS:
Constant (67-100%) Position involves cognitive decision making, speaking clearly and concisely either in person or telephone and or radio communication. Frequent viewing computer and other types of close visual work. May be stressful at times due to interruptions and multiple job duties.
Must possess at least 20/40 distance visual acuity in each eye with or without glasses. Has the ability to distinguish color with no more than four (4) errors in a sixteen (16) plate isochromatic test. An average hearing threshold (in the better ear) of 40 decibels a 500 HZ, 1000 HZ and 2000 HZ, aided or unaided.
WORKING CONDITIONS:
The location of work performed (out-of-doors) and the tools and material used in the surrounding workplace, expose the incumbent to the following conditions on a regular basis; Weather, noise (from air compressors and other noisy equipment), vibrations (from air hammers and other power equipment), dust, pollen (seasonal exposure to ragweed and other vegetation).
The job requires the individual to follow standard safety procedures, be alert, and take necessary precautions (e.g., wearing/using protective clothes and equipment) to avoid possible injuries or health problems that may result from the following: walking on irregular ground, exposure to irritants/chemicals, working around moving equipment and other types of equipment, working at heights and elevations and exposure to extreme cold and heat for periods of more than one hour.
