Job description

BASIC FUNCTION
Leads Snohomish County's diversity, equity, and Inclusion (DEI) strategies and practices by working collaboratively County-wide to develop and support the advancements of the County's goals to become a more diverse, equitable, and inclusive organization at the programmatic and administrative levels.STATEMENT ESSENTIAL OF DUTIES
  1. Support departments to integrate principles of diversity, equity, and Inclusion (DEI) into strategic plans, business initiatives, and workplace culture.
  2. Consult with department directors to develop metrics/key performance indicators measuring the progress of the County's DEI efforts.
  3. Research, develop, and implement policies, procedures, and practices that may be necessary for the County to achieve its DEI goals.
  4. Collaborate with Human Resources to design and implement equitable and inclusive practices and standards to recruit, develop, and retain a diverse workforce that is representative of the community Snohomish County government serves.
  5. Work in collaboration with Human Resources to design and implement inclusive professional development programs to foster equitable skill enhancement and career growth opportunities among employees, ensuring a diverse and supportive learning and working environment.
  6. Provide progress updates to the County Executive and Executive Leadership Team on the County's strategic DEI plan in collaboration and consultation with internal and external partners.
  7. Facilitate the County's internal DEI workgroup to advance the County's DEI goals and strategies.
  8. Act as a resource for departments, agencies, and offices enterprise-wide on diversity-related matters.
  9. Build and strengthen relationships with community members, community-based organizations, and other external partners to expand access to county government resources and services.
  10. Develop, identify, and implement regular learning opportunities for employees at all levels of the organization and all levels of understanding of DEI principles and practice.
  11. Collaborate and consult with marginalized communities to ensure their voices and input are integrated into the County's equity goals, strategies, and practices.
  12. Champion a positive culture that embraces diversity, equity, and Inclusion principles and practices within the organization and in the community.
  13. Represent the Executive Office at public meetings, various committees, teams, task forces, and as liaison with internal and external contacts, as requested.
  14. Encourage the utilization of multi-cultural teams to drive diversity, equity, and Inclusion initiatives which requires an understanding of cultural differences and an appreciation for emerging markets.
  15. Lead a small team dedicated to DEI initiatives, providing guidance, support, and fostering a collaborative work environment.
MINIMUM QUALIFICATIONS
Eight (8) years' experience directly related to advancing diversity, equity, and Inclusion within an organization, community organizing and outreach, and strategic plan implementation; OR any equivalent combination of training and/or experience which provides the required knowledge and abilities. A minimum of two (2) years of management experience. Must pass job related tests.

KNOWLEDGE AND ABILITIES
Knowledge of:
  • principles and practices of local government administration
  • theories, practices, and procedures related to diversity, equity, and Inclusion
  • strategic planning techniques and principles, policy development and analysis; business process design and improvement, and best practices
  • building consensus among individuals with conflicting viewpoints
  • laws, rules, regulations, and guidelines affecting the County and other governments

Ability to:
  • work professionally and respectfully with diverse groups of individuals (internal and external), elected officials, and the public
  • analyze, organize, and evaluate a variety of data; prepare reports of findings and recommendations in a clear, concise, and logical manner
  • effectively and courteously express principles, policies and report results to groups as required
  • act as a resource in problem-resolution
  • establish and maintain effective working relationships with elected officials, department heads, the public, and other governmental agencies as required

SUPERVISION
The employee reports to the County Executive through their designee. The employee is responsible for all operations of the Office of Social Justice and the work is performed independently in conformance with the County Code and various state and federal laws, rules, and regulations governing the work. The work is evaluated through meetings, status reports, and results obtained.
WORKING CONDITIONS
The majority of the work is performed in the usual office environment with field trips to work sites throughout Snohomish County. Some out?of?county travel may be required. The employee may be required to work evenings, weekends, and holidays as necessary.
