Job Summary
*Telework (Within Minnesota or Neighboring States) and Flexible Hours Options Are Available.
**This position is eligible for "telework" meaning that most of the work can be performed at home with occasional visits required to the office, located in downtown St. Paul, MN, and other Twin Cities metro locations.
**Flexible work hours provided those hours are consistent with the supervisory and other aspects of the job.

Serve as the Behavioral Health, Housing, and Deaf & Hard of Hearing Services Administration (BHDH) Operations Director and Chief Administrative Officer. This position oversees and is responsible for the overall management of central activities and functions for the administration, including biennial and operational budgeting, operations, and centrally based initiatives. As the administration and the department move towards an integrated structure for conducting work, more projects and ongoing initiatives require the involvement and resources of multiple divisions within BHDH. This position provides leadership in the administration and in department-wide forums to conduct work effectively in this changing environment. Domains of responsibility include:
  • Directing Operational Management: On behalf of the Assistant Commissioner, direct operations, monitor and evaluate the financial and administrative health and effectiveness of its business systems, and oversee the management and use of the administration's financial and human resources. Ensure that the administration manages and operates within limits set by federal and state laws, budget constraints and DHS directives. Oversee administration involvement in approximately 25 department-wide groups that work on various operational management activities.
  • Directing Financial Management: Provide financial oversight of executive level business; in conjunction with the Assistant Commissioner, strategically plan for and protect the financial integrity of administration business operations and make databased resource decisions. Advise the Assistant Commissioner on financial status and needed interventions to keep its accounts solvent. Oversee the work of the budget manager, who manages day-to-day operational and biennial budget activities.
  • Leading Policy and Program Development and providing oversight for cross-divisional and cross-administration initiatives and special projects. Work as a member of the administration leadership team to address and facilitate the resolution of issues, manage and lead policy and program-related initiatives that cross division, administration, and agency boundaries. Work with senior managers in strategic planning and ongoing strategic management. Work closely with managers and staff, including performance measurement and evaluation managers, to ensure that the administration makes databased policy decisions and focuses on results.

As the administration and the department move toward an integrated organizational structure, more projects and ongoing initiatives require the involvement and resources of multiple divisions. Ensures human and financial resources are available for divisions to staff such initiatives. State or federal funds are used to funding new initiatives. Confirms Operations and Central Functions unit oversee such new initiatives and special projects.
This position requires a systemic understanding of the connections and interactions between the above domains of responsibility and a systemic approach to the work so that good outcomes in one domain can be leveraged to affect better outcomes in other domains.
Qualifications
Minimum Qualifications

Three (3) years managerial experience managing programs, including strategic planning and directing the work of staff for a government or non-profit Human Services organization.
Experience must include:
  • Advanced knowledge of state and federal health, finance and service delivery systems, including understanding of long-term care benefits supports under Medicare and Medicaid programs
  • Understanding of the legislative process related to Human Services policies and budgets
  • Practical knowledge of BHDH programs and polices
  • Expertise as a manager a large business' operations and budgets to include finance, accounting, budgeting and cost control procedures
  • Project management and process improvement skills
  • Contracting and grant management knowledge/skills and familiarity with policies and requirements.

Preferred Qualifications
  • Variety of experiences working effectively with others from different backgrounds and cultures
  • Significant knowledge of BHDH and DHS programs to include program integration at the county, state and federal levels
  • Facilitator for group discussion to provide guidance, give technical assistance, and make recommendations to internal and external stakeholders
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns
  • Master's Degree or JD

  • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
