Certified Phlebotomy Technician Lead (On-Site)

Position Summary:

Under the general direction of the Laboratory Management Team, the Lead Phlebotomist will be expected to perform venous and capillary blood collections on all ages of patients; prepare all types of laboratory specimens for submission to a reference laboratory or for testing within the confines of the place of work; and may perform waived test procedures. Travel between clinics to train and set the standard for assigned phlebotomists to follow strict protocols which ensure accuracy in the specimens collected, processed, and/or tested; accuracy of records and departmental logs. Investigates problems or errors that occur within their level of expertise and assists in the activities to resolve them. Maintains weekly staff work schedule for assigned clinic locations.

Essential Functions of the Job:

• Collect specimens according to current best practice by venous procedures (venipuncture) and capillary collection procedures (finger sticks) on adults and (heel sticks) on pediatric patients, observing strict principles of antisepsis to prevent infection in the patient or contamination of specimens.
• Laboratory procedures will be followed with regard to accurate and legible identification of patient specimens and the individual who collects them including date and time. Accurately records the identity of the patient specimen tested and the results of the tests performed and ensure that the results are communicated to the ordering provider as appropriate and in accordance to laboratory protocol.
• Specimen Processing; centrifuges, separates if necessary, and stores specimens in appropriately labeled specimen containers for either in-house testing and/or for pick up by reference laboratory or other couriers.
• Perform waived testing under the direction of the Laboratory Supervisor (Medical Laboratory Technician).
• Performs Quality Control Protocols as required.
• Provides oversight, training, and leadership at assigned lab locations with daily operations in accordance with supervisor instructions.
• Capable of performing, teaching and monitoring new staff and extern students.
• Reports concerns of unusual findings or observations from providers, nurses, and laboratory staff to Lab Supervisor and/or Lab Manager. The following examples apply: issues with testing kits, instrument problems, EHR system, patients and specimen condition such as: repeat collection, reject/unacceptable specimens, mislabeled specimens, uncollected specimens, etc.
• Adhere to Policies and Procedure established by San Ysidro Health and related departments.

Additional Duties and Responsibilities:

• Provide day to day operational oversight, which includes but is not limited to, resolving provider and staff concerns, and other duties as assigned.
• Monitoring of daily quality controls for each in-house test.
• Review and follow up on billing issues, and result matching issues (i.e. Quest, LabCorp and Sharp Lab trailers; Indigent Patient Program (IPP) accounts).
• Communicate effectively with others to accomplish goals and objectives. Able to multi-task, prioritize while still maintaining efficiency when circumstances dictates and willingly offer assistance to others when the need arises.
• Order supplies and monitor inventory.
• Monitor and report productivity.
• Attends meetings as required and participates and in-service meetings.
• Maintains established departmental policies and objectives, quality assurance program, safety, environmental and infection control standards.
• Maintains and ensures cleanliness and good operation of associated work areas and equipment.
• Assist in point of care training for various clinic personnel.

Job Requirements

Education Required:

• High School Diploma/GED - required

Certifications Required:

• Phlebotomy Certification - Current California State Phlebotomy Licensure
• Current Cardiopulmonary Resuscitation (CPR) Certificate
• Preferred: Current Basic Life Support (BLS) for Healthcare Providers

Experience and Required Skills:

• Required: 1 year working in the Laboratory as Phlebotomist, specimen handling and specimen processing.
• 2-6 years laboratory experience - preferred
• Proficient in medical terminology.
• Basic computer literacy.

Verbal and Written Skills Required to Perform the Job:

• Bilingual (English/Spanish) or (English/Tagalog or Arabic or Chaldean) strongly preferred.
• Good oral and written communication skills.
• Provides positive customer service skills; is an active listener and provides support and guidance to others.

Technical Knowledge and Skills Required to Perform the Job:

• Knowledge of medical terminology and basic computer skills required.
• Must type 35 wpm.
• Ability to proficiently maneuver through all electronic applications used for job.

Equipment Used:

Various Lab testing equipment and materials, computers, phones, copy machines and fax machines.

Working Conditions and Physical Requirements:

Exposed to odorous chemicals and specimens subject to varying and unpredictable situations; Exposed to infection from disease-bearing specimens and patients; Frequent prolonged standing/walking; Occasionally subjected to irregular hours; Lifting 0-20 lbs.; Carrying 0-20 lbs.; Bending, kneeling, climbing, pulling 0-10 lbs., repetitive use of hands, sample grasping, reaching body and hand twisting; Driving from one clinic to another clinic; Wearing protective personal equipment such as gloves, face shield, lab coats, goggles; Working around lab equipment such as centrifuge and office equipment.

Universal Requirements:

Pre-employment requirements include I-9, physical, positive background and reference check results, complete application, new hire orientation, pre-employment PPDs. Compliance with all mandated vaccinations and all boosters is a term and condition of employment.
