JMT is seeking a highly motivated Senior Traffic Engineer to join our traffic section in Central PA,  to manage and design a variety of traffic related projects and services, while also collaborating with JMT offices across Pennsylvania. Based in our Harrisburg or York Office, the successful candidate will be a technical leader in traffic engineering and offered opportunity to engage in business development activities, including proposal writing as well as fostering existing and developing new market opportunities.  Established PennDOT client relationships are preferred. 

The successful candidate will be well-versed across the traffic engineering discipline with demonstrated modeling, design and project management experience in traffic planning, analysis, and design.  Successful candidates will be expected to effectively perform, coordinate, and manage a variety of traffic related engineering projects or task assignments including but not limited to traffic signal plans, signing and pavement marking plans, crash analysis, planning studies, traffic analysis and studies and maintenance and protection of traffic plans.  Work may also include roadway lighting and Intelligent Transportation Systems (ITS) plans.  Coordination with clients, contractors, outside consultants, government agencies and project stakeholders is also expected. 

A working knowledge of applicable design criteria, regulatory requirements, and standards and processes is required. The candidate will be expected to manage multiple assignments, develop/coordinate/maintain project schedules; analyze and document critical design elements; coordinate with others to determine requirements and incorporate feedback.

Essential Functions and Responsibilities

  • Coordinate strategic growth plan with office managers and practice leaders
  • Establish and grow market presence in Pennsylvania through marketing and business development
  • Manage financial budgets and allocate resources accordingly
  • Lead and contribute to the production of proposals
  • Serve as a technical expertise resource to project managers and technical staff
  • Establish resource staffing needs
  • Interview and hire staff for the section and assist with the region
  • Perform performance reviews for staff

Required Skills
  • Candidates must be capable of working on multiple projects in a dynamic, fast-paced team-oriented environment
  • Excellent written and oral communication skills are a must
  • Applicant must have a general understanding of design and plan preparation using Microstation, various applicable traffic engineering software packages, and be proficient in MS Office

Required Experience
  • Job requires minimum 10 years of experience in traffic engineering design, planning and analysis
  • BSCE from ABET accredited engineering program
  • Pennsylvania Registered Professional
  • Certified Professional Traffic Operations Engineer a plus
  • Familiarity with the policies, publications, and practices of PennDOT and the PA Turnpike Commission
  • Experience with PennDOT and the PA Turnpike Commission
  • Experience using one or more traffic analysis and simulation modeling software such SYNCHRO or VISSIM is required

Working Conditions

This is a predominantly an office-based position with occasional field investigations.  Travel based on client and project needs and between JMT offices is required. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment. Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid. and dry/arid conditions. Some lifting (up to 25 lbs.) may be required as needed.
