CHILD CARE DEVELOPMENT PROGRAM GOALS:

  • To assist low-income families with their child care expenses.
  • To enhance the educational, social, cultural and emotional development of children.
  • Embed the best quality of care and learning to promote optimal development in young children in a high-quality environment.


JOB SUMMARY:  The CCDF Central Field Office Caseworker is responsible for coordinating and administering direct child care services to program participants in the Reno, Sparks, Carson City and Rural areas. The CCDF Central Field Office Caseworker will monitor and coordinate activities in the field to ensure effective delivery of program services. 


EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree (BA/BS) from an accredited college or university, with a degree in Business Management, Public Administration, or other related field.

OR

  • A minimum of four years of administrative experience, or any combination of experience, training, or other preparation which would indicate possession of the required knowledge, abilities and skills outlined in this position.


ADDITIONAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of Program Administration principles and practices.
  • Knowledge of the Tribal communities, including anticipation of their organization and community needs.
  • Knowledge of the Child Care Development Fund program.
  • Knowledge of childcare programs and their needs.
  • Ability to maintain accurate records, analyze data, prepare reports and submit in a timely manner.
  • Ability to interpret and apply Federal, State, ITCN and other program guidelines.
  • Ability to work effectively with the Tribal communities, community organizations, CCDF staff, ITCN staff and program representatives.
  • Self-motivated, a self-starter, dependable, and has the ability to work with minimum supervision.
  • A positive attitude with effective verbal and written communication skills.
  • Strong organizational skills and attention to detail.
  • Willing to obtain Early Childhood Education credit hours and/or other Professional Development courses to enhance program.
  • Willing and able to travel extensively including overnight trips. Must possess a valid Nevada’s Driver’s license and good driving record.  Must have reliable vehicle to travel extensively within the service areas with required automobile insurance coverage.
  • Ability to maintain strict confidentiality.
  • Experience and knowledge of Microsoft Office. Ability to integrate and merge data from multiple programs including Access, Excel, Word, Power Point and Publisher. 

 

  PHYSICAL ABILITIES:

  • Occasional bending and stooping, reaching above shoulder level and crouching as well as occasional pushing and pulling.
  • Must have average hearing and visual acuity.
  • Must be able to use a phone and operate vehicles.
  • Must have manual dexterity for keyboard and report writing.


SUPERVISORY DUTIES:  None


ESSENTIAL FUNCTIONS:

  • Work directly with the CCDF Consortium tribes that offer a certificate program to develop and improve quality child care services and increase the availability of child care.
  • Certify and mange eligibility of program applicants and ensure verification documents are in accordance with program policies and procedures.
  • Obtain and manage CCDF emergency slots.
  • Conduct intakes and gather all necessary information for efficient processing of enrollment paperwork ensuring that all paperwork is in accordance with CCDF regulations.
  • Ensure confidentiality of employee, parent and child information that is received and managed.
  • Maintain parent files, redetermination of eligibility and notify parents and providers of eligibility in a timely manner.
  • Maintain the Child Care Assistance software and/or CCDF Database for program clients.
  • Provide resources and referral to parents who need additional assistance in other areas of need.
  • Refer all ineligible families to other child care programs in the communities.
  • Create and maintain relationships with community partners to advocate on behalf of Native American children.
  • Assist with monitoring and support of Tribal Child Care Centers, Tribal After School Programs and Family Child Care homes to ensure programs are in compliance with the CCDF Health and Safety Requirements and IHS protocols.
  • In partnership with tribal program leads, facilitate referrals for children and families with more intensive needs to the most appropriately available health, early intervention or mental health provider.
  • Provide technical assistance to tribal programs regarding children with social-emotional challenges, including the administration of screening and assessment tools as needed.
  • Work with Tribal Early Childhood Advisory Council (TECAC), community groups and Tribal committees.
  • Assist with CCDF Plan development and implementation as well as submitting required reports and budgets to the CCDF Program Director.
  • Stay abreast of the latest data and research as it relates to early childhood, the child care workforce and work/family issues.
  • Answer and assist with incoming calls for the Reno Central Field Office as needed.
