Basic Purpose of Position:
Audit and evaluate the accuracy and integrity of Authority cash related toll revenue and related cash handling/safeguarding processes and controls (this includes the verification of manual, cash related toll transactions). Identify potential theft and fraudulent activity. Conduct investigations of potential theft / fraudulent activity as assigned.

Major Responsibilities and Duties
DESCRIPTION OF TASK
1.
Audit and evaluate the accuracy of cash related revenue and the associated cash handling / safeguarding practices throughout the Authority. Use computer programs to produce daily revenue and traffic reports of total collections, audited by tour of duty. Run reports of erroneous transactions and generate other statistical and auditing reports. Generate manual, cash related revenue reports. Review and recommend adjustments to identified / observed Toll Collector transaction errors using Digital Video Audit System (DVAS) and error logs. Analyze and confirm motorist short change audit reports and communicate recommendation to approve (and/or indicate any issues observed).

Audit and test DRPA's toll revenue system. Ensure video surveillance is working properly throughout the day. Report equipment and system software problems to Supervisor, Cash Assurance, toll system equipment maintenance supervisor, and appropriate Bridge Operations' management.

Identify revenue system discrepancies and report suspicious activity to Supervisor, Cash Assurance.
4.
Analyze and make determinations related to reimbursable shortages, system traffic, revenue and overages and shortages, and prepare documentation necessary to collect reimbursable shortages in a timely fashion to comply with Authority internal procedures and the current union contract.
5.
Review and verify toll revenue bag counts via Teller Video Surveillance System for quality control and potential Toll Collector shortage investigation.
6.
Access and generate required data / records / reports necessary to complete assigned responsibilities. Must be proficient in navigating associated systems and software. Assist Supervisor with records management of Cash Assurance documents and adherence to applicable OIG recordkeeping / records management policy.
7.
Assist Supervisor in coordinating activities and communicate with external third-party service provider (i.e., Cash Toll Transportation and Processing Services) and managing compliance with applicable contract terms.
8.
Demonstrate ability to effectively handle confidential information.
9.
Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment.
10.
Perform other cash related assurance activities, such as performing random cash related revenue counting pre-audits to assess revenue accuracy, control and integrity (i.e., Bridge toll operations, PATCO Money Room, Authority petty cash funds, etc.) as determined and assigned by the Supervisor, Cash Assurance and / or the Inspector General (or their designee). These counts may be unannounced. Perform other OIG duties as assigned.

EDUCATION/TRAINING/EXPERIENCE
Desired:
- Bachelor's degree in accounting or business (or related area).
- At least 1 year experience as a Toll Plaza Supervisor.
- Experience in auditing / monitoring tolling operations.
- Knowledge of DRPA toll schedule.
- Knowledge of vehicle identification and toll classification.
- Experience in accounting and auditing procedures.
- Experience with various DRPA revenue generating channels, and associated processes and systems / software (ex. SATS, DVAS, and GENETEC).
- Strong verbal and written communication skills.
