Job Description:
This position provides substance use disorder prevention and intervention services to students, parents, school personnel, juvenile justice and child welfare personnel, and community organizations that work with youth.

ESSENTIAL Job Functions:

  • Provides ongoing consultation to school-based Student Assistance teams and other school personnel by attending regularly scheduled core team meetings, offering information and technical assistance regarding programmatic issues, providing ATOD (alcohol, tobacco, and other drug) related educational materials and information regarding treatment resources, and participating in in-service presentations about Student Assistance or ATOD related topics as requested.
  • Conducts on-site ATOD screening and assessment services for youth involved in local Student Assistance programs, juvenile probation, and child welfare services. Gathers collateral information from the school Student Assistance team, the probation officer, and/or the child welfare caseworker, and from the student’s parents/caregivers whenever possible in accordance with confidentiality guidelines. Provides brief intervention regarding substance use as necessary, including brief intervention with tobacco use.
  • Makes determinations about the student’s level of involvement with substances and associated risk factors; develops action plans and makes referrals to appropriate helping resources based on these decisions. Uses scheduled Student Assistance staff meetings and informal peer or supervisor consultation to process problematic cases regarding appropriate action plans and referrals, including referrals to school or community-based tobacco cessation services.
  • Advocates for the student and/or family regarding access to treatment and funding for treatment, including consulting with treatment facilities, insurance carriers, managed care entities, or the SCA as indicated.
  • Consults with community service providers or agencies such as Children and Youth Services, Juvenile Probation, private treatment providers, and clergy and makes referrals, as necessary. May serve as a single point of contact for juvenile justice and child welfare personnel offering information and technical assistance regarding programmatic issues, providing ATOD (alcohol, tobacco, and other drug) related educational materials and information regarding intervention and treatment resources, and participating in in-service presentations about Student Assistance or ATOD related topics as requested.
  • Co-facilitates school-based student support groups such as “At Risk” or intervention groups, “Concerned Persons” groups, or aftercare groups.
  • Driving to Cumberland County schools for Student Assistance core team meetings, support group meetings, and on-site screenings and assessments is required to fulfill the responsibilities of this position.


Additional Primary JOB Functions:

  • Serves as a presenter for drug and alcohol education and intervention training for parents and other adults with responsibility for youth.
  • Conducts follow-up contacts or phone calls to Student Assistance participants and/or their families as appropriate.
  • Uses established forms and format to complete student assessments and screenings; maintains client files by completing appropriate forms. Completes weekly and quarterly reporting requirements.
  • Utilizes technology and web-based tools necessary to deliver and document Student Assistance services, both in-person and virtually.
  • Complies with all State and Federal laws regarding client confidentiality and substance use disorder services and school-based services. May participate in court hearings in accordance with State and Federal guidelines.
  • Attends regular Student Assistance staff meetings, Student Assistance Operations Team meetings, and Adolescent Service Provider meetings.
  • Successful completion of certain professional trainings will be required including, but not limited to, Student Assistance New Member training, Case Management training, support group facilitator’s training, Student Assistance technical assistance training, ASAM Patient Placement Criteria and other relevant case management trainings, required prevention training, and parent intervention facilitator’s training, with a particular emphasis on evidence-based programs and practices.


OTHER DUTIES:

  • Responds to telephone or walk-in requests for information and referral to drug and alcohol or other human services. Is responsible for becoming familiar with curricula, pamphlet, and agency-developed resources offered by the Commission.
  • Conducts Court Reporting Network (CRN) screening for Driving Under the Influence (DUI) offenders and records information in PennDOT online database and agency database. Completes required training to carry out CRN screening duties.
  • Performs other related duties as assigned.
  • Some evening and weekend work may be required.


Minimum Experience, Education and Training:

  • A bachelor's degree in health education, education, psychology counseling, human services, or social or behavioral sciences, or a related field; and one year of direct service experience in drug and Alcohol Prevention or early intervention; or
  • A bachelor's degree which includes or is supplemented by successful completion of 18 college credits in health education, education, psychology counseling, human services, or social or behavioral sciences, or a related field; and one year of direct service experience in drug and Alcohol Prevention or early intervention; or
  • Any equivalent combination of experience and training.

Clarification: You may substitute related graduate education for the required experience or appropriate experience for the required education. Unrelated experience or education will not be accepted.

Other Requirements:

  • Prior to employment, candidate must receive clearances from: PA State Police, FBI, PA Child Abuse Registry, and Office of the Inspector General (Federal Health Care Exclusion). These clearances must be maintained throughout employment.
  • Must possess a valid driver’s license for Pennsylvania and a willingness to travel as needed.
