Nature of Work
The Cartegraph/GIS Specilaist is responsible for developing and sustaining a strategic infrastructure and operations reliability program. This position develops and maintains Asset Management systems that support and optimize the data collection and analysis of the City infrastructure assets that impact operating and financial performance. This position also supports a variety of software programs across Public Works and provides electronic support to various departments within the City. Responsibilities extend to acting on behalf of the Civil Engineering Specialist in the absence of the Civil Engineering Specialist. Work is performed under the general direction of the City Engineer.
Essential Functions of Work
  • Provides assistance to City staff as required in the use of ESRI's ArcGIS products, Cartegraph, and associated software for access to the City's spatial and asset management.
  • Troubleshoots software, hardware and other equipment problems within the Public Works Department to ensure continued operations.
  • Provides electronic support to software programs such as Cartegraph, PipeTech, FuelMaster, DoorKing security system, security CCTV system, Linko, Verizon Reveal (GPS Asset Trackers) and others.
  • Maintains the City's asset management system with Cartegraph and ensures that infrastructure and fleet information is properly documented and archived. Recommends needed improvements to Cartegraph
  • Assists the PW Director, City Engineer and other Public Works staff with creation of the Capital Improvement Plan, to include collection of information from various departments, preparation of draft plans, and creation of draft revisions.
  • Collects GIS data using a Global Positioning System (GPS) and integrates created data with the City's Enterprise GIS.
  • Imports data from various media sources, integrates into GIS and asset management databases, checks and verifies data created.
  • Responsible for coordinating across Public Works divisions to synthesize data (projects, costs, unit quantities, existing infrastructure condition, Capital Improvement Programs, etc) into asset management reports, costs, and presentations that assist in making asset management informed programmatic and budget decisions.
  • Develops and assigns data collection standards, techniques, and requirements to field crews, training them in techniques, answers their questions, and monitors their progress, accuracy, and conformity.
  • Assists the Civil Engineering Specialist in the creation of Computer-Aided Design (CAD) models using Autodesk's AutoCAD software.

Education and Experience
  • Combination of education and experience equivalent to a Bachelor's degree in Geographic Information Systems (GIS), Geography, computer sciences, Civil Engineering or a related field.
  • Experience in Geographic Information Systems (GIS) using ESRI ArcGIS software.
  • Experience using a Global Positioning System (GPS) to collect spatial data.
  • Proficiency with various software programs, asset management programs, spreadsheets, word processing, and data base programs.
  • Experience using Cartegraph preferred.

NECESSARY SPECIAL QUALIFICATIONS
  • Possession of a valid Montana driver's license.

Requirements of Work
  • Experience in the field of asset management.
  • Current knowledge of emerging infrastructure asset management concepts, principles and practices.
  • Extensive knowledge of geographic information systems (GIS), troubleshooting and maintenance of these systems.
  • Working knowledge of GPS equipment and GIS mapping systems and their applications.
  • Ability to prepare, interpret and utilize plans, maps and reports.
  • Ability to perform arithmetic, algebraic, and geometric calculations
  • Ability to install hardware and software systems and to effectively troubleshoot problems.
  • Working knowledge of standard office procedures and computer software applications, such as Microsoft Office, used by the Public Works department, with ability to apply such knowledge to a variety of interrelated processes, tasks and operations.

  • Working knowledge of Standard English grammar, spelling, and punctuation, and ability to prepare correspondence and detailed written reports.

  • Knowledge of standard filing systems and ability to create and maintain department files.
  • Ability to properly operate standard office equipment, including computer, calculator, copier, scanner, telephone, camera, iPad tablets and cell phone.

  • Ability to collect and analyze technical information and to develop logical solutions or alternatives to problems.

  • Ability to coordinate, place, make determinations, and take action based on data analysis.
  • Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
  • Ability to multitask and work rapidly for long periods often amidst frequent distractions and interruptions, occasionally under time pressure.

SUPERVISORY RESPONSIBILITY
This position does not supervise staff.
WORK ENVIRONMENT
While performing the duties of this job, the employee mostly works in an indoor office environment. The employee may be exposed to cold, heat, noise, dust, confining workspace, mechanical hazards and electrical hazards.
PHYSICAL DEMANDS
While performing the duties of this job, the employee may be required to stand, walk, sit, bend, twist, reach, crawl, climb, kneel, ride, grasp, push, pull and perform similar body movements; must have the ability to perform heavy physical work and to lift and carry up to 75 pounds at a time; possession of hand/eye coordination sufficient to use a personal computer,survey instruments and hand tools and to operate a motor vehicle; ability to talk and hear in person or by telephone; and the ability to see and read and understand contract documents, instructions, blueprints and inspect facilities.
EXPECTED HOURS OF WORK
The work schedule is a 40-hour work week, Sunday through Saturday. Work is typically performed Monday through Friday. This position is exempt and is not eligible for overtime.
TRAVEL
Travel is primarily local during the business day. Occasional travel may be required to attend off-site training and educational opportunities.
