ABOUT THE BUREAU OF CAPITAL PLANNING AND MANAGEMENT:
The design and condition of psychiatric facilities and community housing for people with mental illness play a role in facilitating recovery and reducing stigma. The Capital Planning and Management Office oversees and manages the building of and improvements to the regional psychiatric hospitals operated by the Ohio Department of Mental Health and Addiction Services (OhioMHAS). OhioMHAS is committed to providing therapeutically appropriate treatment environments in its hospitals.
Our goal is to provide patient care environments with ample space for services that enhance recovery, as well as patient living areas that afford dignity, privacy and safety. The office also assists in the development of housing, program and consumer-operated services projects in the community, again with a focus on facilitating recovery and reducing stigma.
Duties of the Capital Planning Project Manager include, but are not limited to:
  • Plans, coordinates and implements Capital construction projects and real estate transactions for agency/state/county/community Mental Health facilities/properties statewide
  • Interviews and selects consultants, including architectural and engineering firms
  • Manages and administers professional design staff to achieve intended program results; manages all supervisory and administrative staff performing construction-related services
  • Prepares contracts; reviews and approves designs; monitors advertising, bidding of projects and budgets; manages budget throughout project life; recommends approval and processes pay requests, change orders, contract completion certificates and acceptance of capital projects
  • Reviews and approves design submittals; verifies application of sound engineering principles; manages utility and site surveys; assesses, plans, and oversees for environmental hazards and remediation; solicits building permits, monitors bid advertising; conducts bidder conferences and bid openings; negotiates contract and dispute resolutions
  • Negotiates Capital Planning and Management agreements/contracts and/or settlements with other state/federal agencies
  • Represents OhioMHAS at various project development meetings, groundbreakings (e.g., OhioMHAS RPHs, Mental Health boards/agencies, OhioMHAS funded capital projects) and open houses (e.g., county Mental Health boards & agencies)
  • Makes site visits to ensure projects are developed and completed in logical, expeditious, and cost-effective manner within applicable laws, rules and regulations
  • Assists in reviewing and/or trouble-shooting architectural/construction/real estate situations/plans and assists overall project development by recommending solutions to problems encountered in various areas including, but not limited to, structural, building and safety code compliance layout /design schemes/ systems, and various architectural/engineering issues or concerns (e.g., topography, elevation, environment)
  • Serves as environmental coordinator (i.e. coordinates asbestos inspections & maintains update on specifications/requirements)

Qualifications
Completion of undergraduate core program in business administration/management sciences or 12 mos. exp. developing goals, objectives, policies & procedures of operational unit or program of agency or firm & monitoring implementation of same.
6 mos. trg. in supervisory principles/techniques or 6 mos. exp. scheduling, monitoring & evaluating personnel; 6 mos. trg. in budgeting or 6 mos. exp. determining budget needs & spending for operational unit or program of agency or firm; 6 mos. trg. in employee training & development or 6 mos. exp. writing training materials or conducting training; 3 mos. trg. in manpower planning or 3 mos. exp. scheduling personnel for adequate coverage & making staff projections.
-Or 6 mos. exp. as Mental Health Administrator 3, 65223.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
Position Specific Minimum Qualifications:
36 months of experience in construction/real estate transactions/environmental remediation, design & process;
AND
12 months of experience in planning, coordinating, and managing specialized housing programs, projects, & activities in accordance with Ohio Revised Code, DAS rules & regulations and other state, federal, community laws & rules related to capital projects & housing.
