Join TriMet as the Capital Improvement Program Finance Manager!

We're looking for a dynamic team leader to serve as our newly created CIP Finance Manager. Join the team and you'll serve as the first ever in this important role! Your leadership expertise will hone in on capital utilization, reviewing long-term financial projections and identifying the efficiencies needed in process to help bring projects home for Team TriMet!
This position works to oversee and manage the administration and fiscal compliance of the Capital Improvement Program (CIP). The Manager provides coordination and support of the Capital Program Committee (CPC) and administers all policies and procedures of the committee, including fiscal oversight.
The Capital Improvement Program Finance Manager oversees, reviews and manages the agency's fiscal impacts of state-of-good-repair and provide asset analysis to the CPC. This position provides direct support and recommendations to the Director of Budget and Forecasting on all elements of the CIP inclusive of funding source allocations. Additionally, this position works closely with project leads or coordinators agency-wide, providing guidance on CIP fiscal process and interactions with the CPC.

Perform related duties as required. Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers' experiences and of TriMet's product and service offerings.


1. Administer and provide direct support to the Capital Program Committee (CPC). Including managing meeting minutes, agenda, monthly reporting, meeting materials and adhere that are deadlines are met.
2. Serve as the primary CIP administrator for the agency both internally (and externally as needed). Includes conducting training sessions, leading discussions, and responding to all inquiries regarding the CIP and/or CPC process. Provide presentations to the CPC, including strategic initiatives, external funding resourcing and cash flow of projects.
3. Manage and administer the annual development of the 5-year CIP Plan, inclusive of upcoming fiscal year development that must go into the annual budget cycle and the 5-year CIP Plan document.
4. Manage development of and adherance to CIP policies and processes. Gates & Phases, MODA Scoring, Project Class, and Project Type are all elements that need review and administration.
5. Manage and recommend the bond cash flow on projects. Review the transactions done by Financial Services and the impact to each CIP project and update long-term cash flow projections. Recommend and coordinate with the Manager of Budget & Forecasting on best timing to issue additional bonds based on project needs. This will require regular tracking of bonds and other financial resources for projects.
6. Manage the fiscal data collection of the Capital Improvement Program including any approved changes by the Director of Budget & Forecasting and CPC. Maintain a clear documentation of the past and current CIP budget by project with additional details as needed for every project. Conduct regular meetings with each division to go over project budgets and the status.
7. Administer and maintain every CIP Project Proposal form and ensure accuracy of information and integrity of the data. This will include asset information, funding sources of projects and other information about the projects.
8. Facilitate annual updates to the agency's asset tracking and forecasting system in collaboration with the Agency Asset Manager. Analyze and report on fiscal impact of proposed asset management strategies in keeping with State-of-Good-Repair requirements.
9. Lead, coach and supervise analyst(s), including hiring, discipline, assigning work (plan, organize, control, integrate and evaluate work), preparing performance evaluations, establish performance requirements and personal development targets; regularly monitor performance and provide coaching for performance improvement and development. Provide guidance on analysis approaches and methods, reviewing draft analysis and presentations, and coordinate with department executives. Provide training and day-to-day management practices that support TriMet's mission, objectives and service expectations. Provide technical direction and guidance to other professionals in the department and agency on a regular basis.A Bachelor's Degree is required.
A Bachelor's or Master's Degree in Public Administration, Capital Planning, Finance, or a related is preferred.
Six (6) years of credited experience required.*
Five (5) years of experience in budgeting, financial forecasting, and analysis are required.
Four (4) years of experience in operational research, statistical and financial analysis, modeling and pricing are required.
Two (2) years of lead or project management or staff management experience are required.
Three (3) years of experience in municipal government or public transportation are preferred.
Three (3) years of lead experience in budget work, finance, forecasting or a related field are preferred.
CPA or CFA Certifications are preferred upon hire.
Or any combination of training and experience.
*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience". Type of Position / Grade / FLSA

Salary Range
Minimum: $114,749.00
Maximum: $172,125.00

Salary offers will be determined by a candidate's education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet's salary administration process will ultimately determine the final salary offered.
