SUMMARY OF DUTIES:

The Capital Construction Manager is responsible for supporting the execution of specific large or mega complex Capital Construction projects, where total project cost exceeds $100M. Individual in this role will use knowledge of construction management principals and railroad operations to accomplish project objectives by executing project tasks under the Sr. Manager of Capital Construction. This position will be Amtrak’s on-site representative during the construction phase of projects and works directly with field supervisors and contractors. This position will act as liaison with contractors and Amtrak departments to ensure construction activities support project requirements. The general duties of this position will be to assist the Major Power Portfolio for the execution of various electric traction projects within Amtrak’s Mid-Atlantic Division. Projects include replacement of OCS structures, substation construction Philadelphia to Paoli, full replacement of OCS system Philadelphia to Wilmington and renewal of overhead catenary wires Baltimore to Washington. This position has a combination of office and field environment. This position is subject to respond to emergencies in all weather conditions 24/7. This position requires overnight, and weekend coverage based on project schedule.


ESSENTIAL FUNCTIONS:

  • Supports the development and implementation of project plans, schedules, and budgets consistent with operational and stakeholders needs.
  • Supports the identification and evaluation of the risks associated with project activities and work across organization to establish and monitor mitigation plans.
  • Responsible for all construction management functions including design review and resource planning, scheduling and integration, outage planning and protection implementation, continuous operations, cost control, reports, and closeout.
  • Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
  • Responsible for the implementation of technical standards, policies, and procedures
  • Coordinates work activities, track outages, and power outages with various Amtrak departments including Transportation, Track, ET, and C/S and ensure effective utilization of Amtrak force account.
  • Assist with constructability reviews of design plans and construction phase submittals.
  • Assist with development of scope, schedules, estimates and cost-control measures for both short and long-term resource planning.
  • Works with Project Manager to ensure the project is executed in accordance with the scope, costs and schedule.
  • Reviews daily production reports.
  • Provides weekly updates to the project manager on the status of project, including any issues that occurred.
  • Provides formal monthly project status reports addressing actual and forecast costs and schedules, change of status, etc. to the Program Manager.
  • Attends progress meetings and report on project status.
  • Works with Project Manager to review requests for change from the field and, if appropriate, prepares a potential change notice with appropriate justification for submission to PM.
  • Prepares and reviews Safety Site Specific Work Plan (SSSWP) to ensure safety of the job.
  • Reviews contractors’ design submittals and works with system office and Division ADEs.
  • Performs daily safety audits and takes corrective actions to improve safety.
  • Communicates and implements safety rules, policies, and procedures in support of the corporation's safety vision and goals.
  • Maintains, supports, and promotes a safe work environment while complying with all of Amtrak’s safety rules, policies, and procedures.
  • Other duties as assigned.


MINIMUM QUALIFICATIONS:

  • BS degree in engineering, construction management or related field, and 8-10 years of relevant experience; or the equivalent combination of education, training and/or experience.
  • Demonstrated ability to manage multiple priorities under tight constraints.
  • Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.
  • Possess strategic and tactical skills required for planning and executing complex project work.
  • Must have extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activities
  • Demonstrated project management and supervisory experience.
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Strong Safety Focus.
  • Knowledge of RWP, AMT II, NORAC, applicable FRA rules and regulations, OSHA requirements and other federal, state, and local regulations and standards sufficient to ensure compliance.
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
  • Must have a valid driver’s license and work authorization in the United States.

  • Communicate clearly and concisely in verbal and written form, including ability to articulate complex issues, and interact with outside stakeholders as well as all levels of Amtrak.

  • Strong interdepartmental leadership with the ability to identify problems and develop solutions


PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in engineering, construction management, or a closely related field
  • 10+ years relevant experience preferred.
  • Experience with or working knowledge of Project or Construction Management, railroad track, structures, facilities, signals, and electric traction system.
  • Extensive construction project management and supervisory experience
  • Extensive experience in railroad maintenance and construction


WORK ENVIRONMENT:

  • Field trailer/on-site environment, trailer location Bryn Mawr, PA.
  • Sit at computer to complete assignments, drive to project sites.
  • Ability to work under pressure.
  • Travel as needed to various project locations.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.


The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
