Job description

FUNCTIONAL PURPOSE


The purpose of this position is to provide direct safety and security support to school which includes providing training, conducting assessments, establishing plans and procedures, conducting drills, ensuring compliance, and implementing technical security measures to ensure safe and secure facilities for students, staff, and visitors.


DUTIES AND RESPONSIBILITIES:

  • Assists in developing security plans and procedures for assigned schools by identifying problems, recommending corrective procedures, preparing written policies, and providing training for implementation.
  • Assists in developing emergency plans and procedures for assigned schools and coordinates all emergency planning activities with local and state emergency services, law enforcement and health department.
  • Manages and conducts safety training and other emergency drills (fire, tornado, lock downs) for assigned schools. Works to ensure fire code adherence and performs other safety inspections as required.
  • Responds to emergencies, providing support and coordination of internal and external resources necessary to ensure adequate recovery.
  • Coordinates and advises School Safety Teams ensuring all team members are adequately trained.
  • Manages School Say Something/Bully Patrol Teams by developing and maintaining open lines of communication with school staff, local civic agencies, and students.
  • Collaborate with School Principals, Athletic Director, and SRO staff to provide adequate security and crowd management at public events, sports events, and other extracurricular school district activities held on district property.
  • Manages/coordinates the reporting and investigating of accidents, injuries, and other cases.
  • Recommends and implements procedures and best practices to prevent and deter violence at schools or other district properties.
  • Researches and recommends additions and improvements to the safety management program, particularly in areas such as emergency preparedness, accident prevention, general safety, and risk management.
  • Coordinates with local law enforcement and other appropriate health and safety professionals in matters of public safety involving students and staff.
  • Assists with evaluation of effectiveness of security and surveillance equipment on school district properties.
  • Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Extensive knowledge of emergency preparedness and safety codes.
  • Knowledge of conflict resolution, aggression management, crisis intervention and de-escalation strategies, student and staff self-protection, crime prevention, bully prevention, and drug and alcohol prevention.
  • Working knowledge of current trends in gang activity and methods to deter participation through knowledge of human behavior/performance, organizational behavior/development and performance.
  • Knowledge of the National Incident Command System, Continuity of Operations and related federal emergency management standards; ability to train, plan, implement and monitor school and district use of FEMA and US Department of Education guidelines regarding school safety and security, emergency/crisis prevention, intervention, management and response.
  • Knowledge of law enforcement techniques, security processes, and crisis management. Complex problem-solving and critical thinking ability, including the ability to identify potential risks and benefits, reviewing data and related information, and collaborating with others in developing, implementing, and evaluating potential options and solutions.
  • Understanding of and sensitivity to diverse cultures, races, ethnicities, genders, sexual orientations, abilities, and other aspects of working in a diverse, multi-cultural community.
  • Ability to operate a wide range of telephone systems, security systems and associated electronic devices.
  • Ability to handle sensitive information and maintain privacy and confidentiality in keeping with legal mandates and school board policies; ability to build positive and trusting relationships with various levels of employees.
  • Knowledge of compliance regulations pertaining to property and equipment inspections.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Minimum:
    • Associates Degree in emergency management, security administration, public safety or related field and five (5) years’ work experience in public safety, security administration, law enforcement, incident management, investigations or relate field.

OR

  • Bachelor’s Degree in emergency management, criminal justice, security administration, public safety or related field and three (3) years’ work experience in public safety, security administration, law enforcement, criminal justice, incident management, investigations or related field.

CERTIFICATION AND LICENSURE REQUIREMENTS:

  • Successful completion of the following courses through FEMA or state/local agency: IS 100, 200, 360, 362A, and 700A. Completion of ICS 230D, 242B, 300, 366A,400 within one year of hire.
  • Current CPR and First Aid Certification
  • Valid NC Driver’s License

Pay Grade OSS2 - $4,328.75 Minimum Monthly Salary - Full Time Position
