Surface Force TYCOM C5I Modernization Analyst

This position is the Command, Control, Communications, Computer, Combat, and Intelligence (C5I) Modernization Analyst in the office of the Assistant Chief of Staff for C5I (N6) on the staff of Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC), located at Naval Base Coronado. The position is within the C5I Modernization Branch and reports directly to the Deputy Force C5I Modernization Officer.

The contractor will perform under the direction of the Force C5I Modernization Officer or Deputy in the management and oversight of COMNAVSURFPAC's role in the Navy Modernization Process (NMP) and Joint Fleet Commander C5I Modernization Policy, availability status tracking, C5I and warfare system certification verification, and monitoring of C5I alteration installation progress.

Major responsibilities:
  • Assisting the COMNAVSURFPAC's efforts to support Fleet interoperability, enforce configuration management, and provide processes for modification of C5I configuration.
  • Review and analyze government provided fielding plans, government databases, proposed Ships baseline changes, and coordinate with Product Delivery Program Managers and Ship's Force representatives to ensure changes to Ships' baselines are integrated and meet TYCOM mission requirements.
  • Assist with the execution of TYCOM roles and responsibilities delineated in the NMP Management Operation Manual (MON) and Joint Fleet Commander C5I Modernization Policy (C5IMP) to include: TYCOM voting, staffing of Risk Assessments, Late Add requests, and approving Ship and Strike Group C5I baselines.
  • Represent COMNAVSURFPAC in the execution of C5I modernization with stakeholder activities including Regional Maintenance Centers (RMCs), In-Service Engineering Agents (ISEAs), Logistics and Life Cycle Management Activities (e.g. NAVICP, ISEA), Systems Commands (NAVSEA, NAVWAR, NAVAIR, NAVFAC), Program Executive Offices, and Operational Commands such as Numbered Fleets, U.S. Fleet Forces Command (USFFC), U.S. Pacific Fleet (COMPACFLT), and U.S. Fleet Cyber Command.
  • Draft and review naval messages providing TYCOM endorsements and approvals for C5I installations onboard COMNAVSURFPAC Ships.
  • Analyze and recommend actions for routine and emergent Ship C5I configuration changes and C5I alteration installation requests.
  • When directed, initiate and submit SCDs on behalf of the TYCOM for Fleet alterations.
  • When directed, brief SCDs to TYCOM leadership for voting decisions.
  • Track and coordinate all TYCOM owned Combat Systems and equipment alterations / Alteration Equivalent to Repair (AER) scheduled for completion during each calendar quarter.
  • Participate with TYCOM representatives at the weekly Fleet C5I planning conferences and monthly Forward Deployed Naval Forces (FDNF) C5I readiness conferences in order to properly monitor advance planning for Carrier Strike Group (CSG) and Amphibious Ready Group (ARG) configurations. Provide feedback reports to the TPOC no later than 5 working days after the event.
  • Track, coordinate, monitor, provide status reports and de-conflict all C5I installations, performed by AIT, onboard TYCOM Ships, to include attending Fleet Commander Quarterly Scheduling Conferences. Interpret and utilize Ship schedules for use in coordination and formulation of endorsement and approval correspondence.
  • Provide subject matter expertise to develop and review instructions in support of C5I systems, equipment maintenance and modernization.
  • Utilize the Navy Data Environment (NDE) database and the Navy Regional Enterprise Messaging (NREM) system to analyze, research, coordinate and draft messages for C5I systems and equipment related to Navy Modernization Process (NMP) regarding various requests and offers such as, Software and Hardware Installation, Risk Assessments, Late Additions, SECNAV WAIVERS/Memorandum For the Record (MFR) and Emergent requests.
  • Witness Installation demonstrations of alterations to be executed via mail outs.
  • Perform other duties as assigned by the Force C5I Modernization Officer and their Deputy related to C5I system installation execution and oversight.


Qualifications:

  • Minimum five (5) years' experience in Navy shipboard C5I system installation execution management and oversight to include C5I legacy system maintenance and Life Cycle support.
  • In-depth knowledge of Surface Ship Modernization policies and process to include Navy Modernization Program and Joint Fleet Commander C5I Modernization Policy. In-depth knowledge of and experience with SCD review and approval process is a plus.
  • Extensive knowledge of the Navy Data Environment (NDE), Entitled Process, Afloat Master Planning System (AMPS), Navy Tool for Interoperability and Risk Assessment (NTIRA), and Navy Regional Enterprise Messaging (NREM) Systems.
  • Comprehensive knowledge of and experience with the management of Surface Ship C5I maintenance and/or modernization. Be familiar with various ISEAs, depot repair activities, equipment managers, and NAVSEA activities such as Planning Yards, RMCs, Surface Ship Life Cycle Managers, etc.
  • Mastery level skill in oral and written communication techniques to develop position papers as well as develop and present information convincingly to audiences, including outside agencies and private sector representatives with divergent and conflicting view on issues involved. Must be able to discuss, present, justify, and defend requirements and positions.
  • Must be proficient with the use of Microsoft Office software applications and specialized DoD/DoN software programs such as NDE.


Work is principally sedentary. No special physical demands are involved with the exception of being able to board a U.S Navy Ship and transit between decks. There may be some walking, standing, bending, or carrying of light items. Work requires intense concentration.

Work is performed in a typical office environment with adequate lighting, ventilation, and heating. Special safety precautions are not required. Travel may be required and planned with finite duration.

Secret Clearance and U.S. Citizenship is required.

The projected compensation range for this position is $72,000-$80,000. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
