Job Summary for C4I Knowledge Manager:

PMW 770, the Undersea Integration Program Office, tasked SPAWARSYSCEN Atlantic to provide engineering process and documentation support of Program Executive Office (PEO) Command, Control, Communications, Computers, & Intelligence (C4I) Programs and Afloat Sub C4I IPT (ASC4I IPT) other sponsors. This job involves providing Knowledge Management (KM) support. KM is defined as the integration of people and processes, enabled by technology, to facilitate the exchange of operationally relevant information and expertise to increase organizational performance. The Department of the Navy (DoN) vision of KM is to create, capture, share, and reuse knowledge to enable effective and agile decision-making, increase the efficiency of task accomplishment, and improve mission effectiveness.

Duties:

The C4I Knowledge Manager shall:

·         Facilitate, maintain, and manage remote collaboration, communication, information management, and workflow tools to include:

o   Flank Speed (to include all native Microsoft 365 capabilities of the Flank Speed tenant)

o   SharePoint and SharePoint Online

o   Microsoft Teams, Zoom, Webex, Phone bridges

o   JIRA, Confluence

o   Microsoft Power BI

o   Jupiter

·         Assist in capturing, distributing, and effectively using knowledge within ASC4I IPT by:

o   Identifying and capturing valuable knowledge from various sources such as project management, financial, and engineering documents.

o   Classifying and organizing the captured knowledge in a way that makes it easy to find and use.

o   Sharing the knowledge within the organization so that it can be used by others.

o   Applying knowledge to improve decision making, solve problems, and create new products or services.

o   Assessing the effectiveness of the knowledge management process and making improvements as needed.

·         Identify and evaluate the needs of ASC4I IPT and create solutions to address those needs by:

o   Identifying and documenting business requirements, to include gathering information from stakeholders and analyzing it to understand the needs of the IPT.

o   Developing and proposing solutions to address the identified business needs.

o   Managing the implementation of solutions and communicating with stakeholders to ensure that they are aware of and support the changes.

o   Monitoring the performance of solutions and making adjustments as needed.

·         Identify the underlying cause of a problem or issue within ASC4I IPT by:

o   Clearly defining the problem and understanding the impact it has on the organization.

o   Gathering information and data related to the problem.

o   Identify the underlying cause of the problem using tools and techniques such as fishbone diagrams, Pareto charts, and process flow diagrams.

o   Creating and implementing solutions that address the root cause of the problem.

o   Monitoring the performance of the solution and verifying its effectiveness in addressing the problem.

·         Assist in the sequence of value stream activities required to design, develop, and deliver a product to the customer by:

o   Identifying and documenting all of the steps involved in creating a product or service from start to finish, including all of the people, processes, and systems involved.

o   Identifying areas where the flow of work is slowed down and analyzing the causes of these bottlenecks.

o   Identifying activities that do not add value to the customer, such as overproduction, defects, and unnecessary motion.

o   Assist in redesigning the value stream to create a smooth flow of work and reducing the amount of time required to complete each step.

o   Assist in changing the way work is managed to ensure that products and services are only produced when a customer requests them, rather than being produced in advance.

o   Continuously monitoring and improving the value stream to increase efficiency and improve customer satisfaction.

o   Documenting the best way to perform each step of the value stream and training all employees in the standard work processes.

o   Creating visual cues to help workers understand the flow of work and make it easy to identify and fix problems.

Location:

Contractor desk/office located at Building 3112 Naval Information Warfare Center (NIWC) Atlantic in North Charleston, SC.

Education Requirements:

Minimum of a BS degree in business or a technical field from an accredited four-year college or university.

Experience Requirements:

Seven (7) years of experience in engineering/science management, operations research analysis or functional/cost analysis. Experience shall include collection, review, and analysis of information to make recommendations to the Government. Analyze relevant data, which may include annual revenues, employment, or expenditures. Interview managers and employees while observing their operations. Develop solutions to problems. In the course of preparing recommendations, understand the nature of the relationship it has with others in the Government, and its internal organization and culture. Prepare and solve mathematical models.

Must have notable experience as a Knowledge Manager. Experience as a Technical Writer is desired.

Additional Requirements:

·         Must be a U.S. Citizen

·         Must be able to pass a background investigation.

·         DoD SECRET clearance eligibility is required.

·         Certified Capability Maturity Model Integration (CMMI) Associate is desired.

·         Lean Six Sigma Green or Black belt is desired.

Travel Required:

·         May require travel of up to 12 days/year to San Diego, CA and Newport, RI to attend project meetings, conferences, or training.

Work Hours:

·         Monday-Friday 0730-1630
