• 15 years of experience in senior positions served in the U.S. Navy.
• PM/TL must have a strong working knowledge of Navy surface ship (i.e., CG, DDG, LPD, LSD, LHD, LCS, MCM and FFG(X)) engineering plant and combat systems/weapons specifications and configurations.
• PM/TL shall be knowledgeable of overall organization, direction, and requirements of the contract efforts. Experience in interfacing directly with the government designated representatives and supervising various contract activities is also required.
• PM/TL shall be responsible for the overall performance of the contract, personnel supervision, timeliness and accuracy of deliverables, and correction of any real or perceived problem areas. PM/TL shall interface on a regular basis with the COR for overall contract performance/schedule/cost satisfaction reporting. This individual interacts at the Flag Officer and Assistant Chief of Staff (ACOS) level, experience at a Major Command level is requisite.
• Provide process improvement recommendations to the TYCOM staff based on extensive experience in shipboard maintenance and leadership.
• PM/TL shall possess current (within the last 5 years) detailed knowledge and experience with Fleet operations, maintenance policies, processes, programs, and initiatives.
• Familiarity with INSURV publications including instructions, Master Event Lists, Workbook contents, required deliverables, inspection guides (IIG), and a notional Schedule of Events.
• Have a working knowledge in each respective functional area of INSURV Material Inspections; understand the variations of established SOEs, INSURV Inspection Guides (IIG) and their associated references; and be familiar with all INSURV instructions and publications governing the conduct of the inspections and underway demonstrations.
• Have a working level of knowledge in Material Maintenance Management (3M) and the Planned Maintenance System (PMS).
• Have a working knowledge of the Joint Fleet Maintenance Manual (JFMM), in particular, Equipment Operational Capability (EOC) definitions and scoring value scale (Volume 6, Chapter 5, Appendix A).
• Must hold Secret Security Clearance
• 25 years of U.S. Navy experience as a Surface Warfare Officer.
• Former Commanding Officer of a U.S. Navy Surface Ship.
• Experience at the Major Command Level to interact with Flag Officers and ACOS
• Experience as an Inspector for the U.S. Navy Board of Inspection and Survey (INSURV).
• Served as a Senior Inspector at INSURV.
• Experience as an inspector at the Afloat Training Group or TYCOM staff focusing on Pre- INSURV preparations.
• Shall have recent experience (within the last 5 years) conducting technical briefs at all levels of shipboard. This may include experience at the Major Command/Commanding Officer.
• Must be physically able to climb up and/or down a pilot’s ladder to board a naval vessel underway at sea and stay onboard on a U.S. Naval Vessel for several underway days.
