Position Summary & Duties Responsible
POSITION SUMMARY
Functional Area: Information Technology
Business Support Analyst performs professional duties related to the analysis, development, maintenance, and administration of computer hardware and software systems to meet business needs. Incumbents may perform any of the following functions: consult with departmental customers to identify and analyze business functions that can be improved by the implementation of new hardware and/or software solutions; translate business requirements into system deployments; perform professional-level systems maintenance and customer support duties; and perform other related duties as assigned.
Functional Area: Payroll
Under direction, performs professional duties related to the analysis, development, maintenance and administration of payroll software systems to meet business needs. Incumbents may perform any of the following functions: assist with routine payroll processes; maintains, configures and monitors software solutions; consults with departmental customers to identify and analyze business functions that can be improved by the implementation of new software solutions; translates business requirements into system deployments; performs professional-level systems maintenance and customer support duties; may serve as a liaison over routine systems-related projects that are payroll related; and performs other related duties as assigned.
Functional Area: Planning and Development
Under direction, performs professional duties related to the analysis, development, maintenance and administration of land management systems to meet business needs. Incumbents may perform any of the following functions: maintains, configures and monitors software solutions; consults with departmental customers to identify and analyze business functions that can be improved by the implementation of new software solutions; translates business requirements into system deployments; performs professional-level systems maintenance and customer support duties; may serve as a liaison over routine systems- related projects that are land management software related; and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES
Functional Area: Information Technology
  1. Interacts with clients to analyze their business requirements and recommends technology solutions; identifies and maps business processes; gathers user requirements.
  2. Writes, revises, and maintains computer programs based on established specifications, using various computer languages and/or database platforms.
  3. Programs with Object-oriented languages such as: C#, VB.Net, JavaScript, or ASP.Net with relational databases such as Oracle and SQL Server.
  4. Builds and maintains SQL queries, creates SQL stored procedures, or develops SQL extract scripts to populate data warehouse.
  5. Writes application and/or system design specifications, designs application and/or system flow diagrams, schematics, file structures, reports, forms and menus; prepares a definition of the problem, the desired output, and performance requirements.
  6. Coordinates design, development and implementation processes with system programmers, network analysts, database administrators, and server administrators to implement new or modified application software.
  7. Designs, develops and maintains websites, including the design of website navigation and application frameworks and creates database connections.
  8. Performs various system quality assurance activities; tests, troubleshoots and debugs system issues using appropriate technology; prepares and executes testing plans to validate functionality and resolve issues.
  9. Serves as main client interface on all aspects of application development projects; for third party software, coordinates project activities with vendors; maintains effective communications with users regarding vendor activities, problems, status, timelines and other details; ensures compliance with County specifications and drives resolution of identified software bugs and deficiencies.
  10. Conducts training pertaining to the use of new applications or systems for users and/or other information technology staff.
  11. Provides professional systems support to users of particular applications.
  12. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. ?

Functional Area: Payroll
  1. Maintain payroll and timekeeping systems for the entire county.
  2. Assist with bi-weekly, monthly, quarterly, and yearly payroll processes.
  3. Creation of various payroll and timekeeping reports.
  4. Analyzes plans, determines requirements, designs, builds, customizes, tests, implements, maintains and/or enhances variety of payroll and timekeeping software systems. Ensure accuracy of fiscal data.
  5. Responsible for payroll testing for releases and upgrades to ensure compliance with federal, state and local laws to include software patches and upgrades as required.
  6. Function as a liaison with all software providers for the payroll office.
  7. Liaison for payroll, IT, and Human Resources regarding timekeeping issues.
  8. Configuration of timekeeper systems to comply with relevant acts, regulations, policies and agreements relating to payroll administration, compliance issues, segregation of duties, current trends, and developments in payroll.
  9. Analyze and evaluate work methods, design and implement "best practice" payroll systems and procedures for the effective utilization of the software to perform duties.
  10. Provides professional customer support for timekeeping software, needs, or requirements.
  11. Conducts training pertaining to the use of new and existing applications and systems for users. Train on reporting capabilities.
  12. Prepares documents for processes, reports, correspondence and other procedures.
  13. Builds and maintains SQL queries, creates SQL stored procedures, or develops SQL extract scripts to populate data warehouse.
  14. Performs various quality assurance activities; tests and troubleshoots issues using appropriate technology; prepares and executes testing plans to validate functionality and resolve issues.
  15. Assist in the development of policies and procedures.
  16. Participates on committees and task forces; attends meetings, conferences and training sessions.
  17. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. ?

Functional Area: Planning and Development
  1. Coordinate user support, configuration, and data integrity of the land management system for both internal and public users.
  2. Prepare and maintain computer generated reports and files as needed.
  3. Responds to administrative and technical questions from the public, internal users, managers and director.
  4. Analyzes plans, determines requirements, designs, builds, customizes, tests, implements, maintains and/or enhances variety of the land management software system. Ensure accuracy of fiscal data.
  5. Responsible for land management software testing for releases and upgrades to ensure continuity of operation for all system users.
  6. Function as a liaison with the land management software provider for the Planning and Development Services Department. Submit support requests to departmental vendors.
  7. Configuration of land management software to comply with relevant county ordinances.
  8. Analyze and evaluate work methods, design and implement "best practice" and procedures for the effective utilization of the software to perform duties.
  9. Provides professional customer support by investigating, analyzing and resolving system problems.
  10. Responds to administrative and technical questions from the public concerning the process and procedures for applying for and/or issuing building permits, as well as for other zoning and planning related cases.
  11. Conducts training pertaining to the use of new and existing applications and systems for users.
  12. Prepares documents for processes, reports, correspondence and other procedures.
  13. Assist with data entry and integrity; case processing, mapping, addressing, statistical reports, and other department data requirements.
  14. Performs various quality assurance activities; tests and troubleshoots issues using appropriate technology; prepares and executes testing plans to validate functionality and resolve issues.
  15. May be assigned special projects related to the specific functions within the department.
  16. Coordinate with department personnel on plat intake and addressing (new addresses, address changes, street name changes).
  17. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. ?

Minimum Qualifications
  1. Bachelor's Degree in Business Administration, Computer Science, Information Systems, or related field, and four (4) years of experience as it pertains to the purpose of the position. Any equivalent combination or related education and/or experience may be considered for the above requirements.

  1. Employee must successfully complete the post-offer employment medical examination and background investigation.
  2. Employee must comply with the safety guidelines of the County.
  3. Employee must complete required FEMA training(s) as assigned to position.
  4. Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.
