POSITION SUMMARY

Business Manager/Contract Performance Manager will manage and oversee Contract Compliance, Performance Management and Quality Improvement Section of Behavioral Health Services. Develop, implement, coordinate, and administer service contracts, coordinate performance management, process quality improvement initiatives and direct contract compliance activities. Direct daily operations and staff to ensure performance/productivity, quality standards, fiscal management, and full adherence to federal, state, and local policy guidelines. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.

DUTIES AND RESPONSIBILITIES

  1. Manages and supervises the Contract Compliance, Performance Management and Quality Improvement Section and staff; develops program policies, procedures and work standards for behavioral health service projects including performance management and monitoring, data collection and analysis, customer surveys, contract compliance and strategic improvement
  2. Oversee operations and management of on-campus substance abuse programs and/or behavioral health issues in the absence of Director of Behavioral Health Services and/or Assistant Director of Behavioral Health Services.
  3. Develop, gather and assess information in adherence Substance Abuse and Mental Health Services Administration quality framework and in accordance with all local, state and federal laws and regulations.
  4. Provide technical services on procedures and work standards involving behavioral health services to include evaluation and preparation of proposals and funding requests; process payment and reimbursement requests; prepare and route contracts for approval and monitor agency compliance.
  5. Develop and administer a comprehensive and systematic plan for Department operation of quality assurance; develop plans to initiate, implement and coordinate improvements and report on the results.
  6. Develop quality assurance measures that provide a mechanism to prioritize quality prevention, treatment, recovery elements and care accessibility.
  7. Develop guidelines for the identification and implementation of key behavioral health quality measures for use in Department and system funding decisions, monitoring behavioral health and substance abuse care. Develop, gather and assess information in adherence Substance Abuse and Mental Health Services Administration quality framework and in accordance with all local, state and federal laws and regulations.
  8. Provide technical assistance and serve as County liaison with outside agencies to improve and/or extend behavioral health service related functions. Coordinate and collaborate with other professional staff within the County. Serve on committees, task forces and evaluation and negotiation teams as assigned.
  9. Identify and conduct feasibility and demographic impact analyses of behavioral health service programs and projects; facilitate behavioral health service activities/needs for Bernalillo County.
  10. Provide business analysis as it relates to operational reviews; scheduling support; system solutions; and interpret and provide metrics to departmental customers on a routine basis.
  11. Develop quality assurance measures that provide a mechanism to prioritize quality prevention, treatment, recovery elements and care accessibility.
  12. Develop guidelines for the identification and implementation of key behavioral health quality measures for use in Department and system funding decisions, monitoring behavioral health and substance abuse care.
  13. Develop and track data to assist with the development of evidence based measures to better serve the Department's clients.
  14. Plan develop and administer contract monitoring and compliance.
  15. Develop, track and report on procedures, guidelines for accreditation compliance. Develops a Quality Improvement Plan for initial stages of the accreditation process.
  16. Perform other job-related duties as required or assigned.

Bachelor's Degree in Public Administration, Business Administration, Economics, or related field, and nine (9) years of work experience in general management, project management, program or data analysis, contract oversight or budgeting, plus two (2) years in a managerial role. Any equivalent combination of related education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  1. Employee must successfully complete the post-offer employment medical examination and background investigation.
  2. Pursuant to the criminal history screening for Caregivers Act, Section 29-17-1 through Section 29-17-5 NMSA 1978, new hires at the Bernalillo County Behavioral Health Services facility will be required to complete a caregiver criminal history screening for all caregivers. Conviction of a disqualifying condition is cause for termination or sufficient reason not to hire if applicant has a disqualifying condition on their record at time of application
  3. Employee must comply with the safety guidelines of the County.
  4. Employee must complete required FEMA training(s) as assigned to position. Employee must complete required FEMA training(s) as assigned to position.
  5. Employee must complete required Supervisor classes if applicable
  6. Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.

WORKING CONDITIONS

  1. Duties are performed indoors in a temperature-controlled environment.
  2. Duties are performed on an even, usually dry surface, which may be concrete, tile, or carpet.
  3. Employee works with a select team without direct supervision and at times may work with a large group of people.
  4. Required to work varying shifts and schedules to meet department needs to include day, swing, nights and/or weekends.

EQUIPMENT, TOOLS AND MATERIALS

  1. Equipment typically used I the performance of office duties includes telephone, computer terminal, computer printer, computer keyboard, typewriter, photocopy machine, fax machine and calculator.
  2. Materials and products handled in the course of performing essential duties include files, forms, reports, various documents and a wide variety of basic office supplies.
