QED Systems, LLC, is currently recruiting for a Program Analyst, Business Management Division(BMD), to join our team at Fort Belvoir, VA to support our Product Manager Force Protection Systems (PM FPS) contract.

Duties:

  • Develop and lead spend plan baseline reviews, historical spend plan reviews and cost/schedule status report reviews as needed in support of PM FPS programs.
  • Analyze budget and programmatic information and data in relation to program objectives, budgetary constraints, to present BMD financial status, program accomplishments, long-term plans, and recommendations for PM FPS systems to meet financial requirements and budgetary constraints.
  • Assist with performing research and analysis to develop supporting documentation for PM FPS to include such items as programming, POM, Purchase Request Forms, and Business Management data calls task requirements in addition to preparing and submitting programmatic/budget data into designated acquisition and financial databases.
  • Provide expert advice in administering a complex annual budget, receiving, processing, and allocating funding as well as managing financial execution and preparing financial reports.
  • Review, update, and maintain the financial data necessary to track current and prior year acquisition program funding portfolios.
  • Familiar with financial databases (i.e., CCARS, GFEBS, DTS, ALTESS, AE2S, PMRT, LMP, Cprobe, PIEE, GT&C).
  • Update and/or design templates required to track program financial data/documentation (i.e., funding appropriated, obligated, and expended for each Program of Record, Quick Reaction Capability, and other applicable project efforts).
  • Conduct in-depth financial analyses of programmatic impacts resulting from proposed technical changes to systems, equipment, and components (e.g., acquisition strategies, contracting methodologies, programmatic schedule adjustments, etc.).
  • Provide execution data, analysis, and updates in support of mid-year, year-end and program reviews.
  • Work in conjunction with other financial analysts to research appropriate DoD fiscal laws, policies, guidance, regulations, statutes, and best practices to identify risks and develop alternative approaches to address assigned issues and challenges.
  • Provide financial oversight of contract deliverables.
  • Support the preparation and review of acquisition documentation, reports, and briefings.

Required Experience:

  • Experience in both Other Procurement Army (OPA) and Operation and Maintenance Army (OMA) funding for production and/or deployment phases of the acquisition process.
  • Experience in both R&D production and/or deployment phases of the acquisition process preferred.
  • Experience briefing through a variety of presentation methods (e.g. verbally, written correspondence, PowerPoint).

Required Clearance:

  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret

Qualifications:

  • Bachelor's Degree preferably in program management, engineering, systems management, Business Management, computer sciences, information management, or a related discipline.
  • Six (6) years of general experience and one (1) year as a practicing analyst responsible for a functional area of an acquisition program.

Travel:

Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

Work Environment:

This position will be co-located with the customer and other contractors in Government office spaces.

Position Type/Expected Hours of Work:

This is a full‐time position, Monday through Friday. Flexibility around core hours.
