Job SummaryThis position is located in the Department of Health (DOH). Their passion for working in an organization that values and promotes diversity, equity, inclusion, and anti-racism is evident as they contribute to creating such an environment within the Department, making it an essential aspect of their role.Major Duties And ResponsibilitiesThe incumbent serves as the Health Care Access Bureau Chief. The incumbent works under the general supervision of the Deputy Director for Policy and Programs/Strategic Planning and is responsible for providing leadership and oversight of policy and program development, implementation and evaluation for the Health Care Access Bureau, which includes the Primary Care Office, the Oral Health Program, the Immunization Division, and cross-cutting school health projects. CHA’s portfolio covers public health programming across the life course including Family Health (perinatal and infant health, early childhood health, school health, adolescent health); Cancer and Chronic Disease Prevention (chronic disease prevention and control, cancer prevention and control, tobacco prevention and control, cancer surveillance); Health Care Access (primary care access and quality, workforce development, oral health, immunization access, operations and surveillance); and Nutrition and Physical Fitness (nutrition promotion, healthy food access, perinatal nutrition) to improve the health status of District residents. Each Bureau contains multiple divisions or programs within its area of focus. The incumbent works to ensure Health Care Access Bureau initiatives are aligned with the mission and goals of CHA and DC Health, are informed by scientific best practices and local data, and maximize the utilization of government resources.
The incumbent utilizes the principles and practices of public health science, including life course model and Public Health 3.0, for program and policy development, implementation, monitoring, and evaluation. Additionally, the incumbent: manages contact with federal and District agencies, community based organizations, health providers, advocacy organizations and other stakeholder groups that support CHA efforts; keeps abreast of the developments on relevant public health population health measures, programs and research; remains cognizant of grant opportunities for program sustainability and growth; maintains awareness of relevant local and national political climate and events; oversees the development and submission of program reports and publications (ex. requests for proposals, annual reports, marketing materials, poster presentations, strategic plans, etc.); oversees grants, contracts and/or other formal agreements with external organizations; provides supervision and professional development for Bureau staff; and serves as a subject matter expert on the public health topics under the Bureau’s purview. Responsibilities also include carring out supervisory responsibilities in accordance with the organization's policies and applicable laws for assigned staff. Directs and manages subordinate supervisors. Exercises a high degree of program management expertise and managerial competence to direct and coordinate planning of new and diverse projects, to accomplish long- and short-range goals, to advise on the solution to very complex problems, evaluate program results, and render` decisions. Oversees all programmatic, financial, logistics, personnel, data, and emerging technologies for the Health Care Access Bureau, including aspects of clinical operations. Liaises with health care associations, hospitals, community health centers, pharmacies, and other clinical practices and organizations performing related work to coordinate new ideas and developments. Performs other related duties as assigned.
Qualifications And EducationIndividuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade (14) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes demonstrated leadership, project management, data management, and technology management experience to drive access and utilization of preventative care services. The position requires demonstrated knowledge of District of Columbia laws and regulations, as well as Federal laws and regulations is desirable. Strong analytical skills are needed in order to evaluate and synthesize information and to develop necessary plans. An understanding of public health functions and systems of care are required to assure the integration of programs and maximize their efficiency and efficacy.
Based on the duties and responsibilities of this position, a minimum of a Master’s in Public Health (MPH), Master of Health Care Administration (MHA) or equivalent degree with 5 or more years of supervisory and managerial experience, including supervising/managing Managers is required for the incumbent of this position. A doctoral or clinical degree with supervisory and managerial experience is preferred.

Working Conditions / Environment The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Duration of Appointment: MSS At-Will. This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.
Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

  • Reasonable suspicion drug and alcohol test; and
  • Post-accident or incident drug and alcohol test.
Residency Requirement:(if applicable) If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
