Duties
This position is located under the Office of Management, Property and Logistics Division, Real Property Branch in Huntsville, AL.
The primary purpose of this position is to serve under the supervision and direction of the Supervisory Building Manager and is directly involved in the daily coordination and oversight of building operations and essential customer services for the Bureau.
As a Building Managment Specialist, GS-1176-12, your typical work assignments may include:
  • Developing and coordinating building and equipment repairs, ensuring contract conformance and quality assurance for multiple disciplines, including HVAC, electrical, plumbing, and more. Monitoring daily activities related to contract housekeeping and maintenance services.
  • Managing interactions with program custodians, workload, and disbursements. Handling procurement duties, including creating requisitions, tracking purchases, and reviewing credit card statements.
  • Serving as a Contracting Officer Technical Representative (COTR), performing acquisition duties, creating specifications, and reviewing proposals. Conducting building project inspections to ensure contract compliance.
  • Coordinating real property and custodial inventory efforts, maintaining the property inventory system and ensuring adherence to regulations.
  • Assisting in planning and executing various program areas, such as energy conservation and recycling. Providing technical expertise related to building maintenance, operational services, and contract compliance. Acting as a Supervisory Building Manager when required.

This is a non-bargaining unit position.
MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Key Requirements:

Qualifications
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. To qualify for GS-12, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-11.
SPECIALIZE EXPERIENCE REQUIREMENTS GS-12 - You qualify if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:
  • Managing multiple major projects with successful outcomes, resulting in improved operational efficiency and project timelines.
  • Applying Bureau policies and federal regulations effectively to numerous programs and contracts, leading to enhanced compliance and problem resolution.
  • Successfully managed and resolved critical and unusual problems related to program services and building operations.

Substitution of education in lieu of specialized experience may not be used for this grade level.
