Under general supervision, at the full-performance level, plans, organizes, and directs the upkeep and management of a correctional facility. Organizes and directs the work of skilled and semiskilled trade workers performing facility maintenance and repair. This position is distinguished by a greater amount of time spent in direct supervision of Facility Equipment/Maintenance Technicians and by the overall responsibility for maintenance of a facility. The employee must be able to organize and direct the work of subordinates, as well as repair and maintain mechanical and electrical equipment, plumbing systems, and the building structure. This position ensures compliance with fire, electrical, OSHA and other applicable laws and regulations. Develops, interprets, and revises plans for specific maintenance projects. Inspects building facilities continuously to ensure proper maintenance. Maintains supply inventory and requisitions supplies and materials. Establishes schedules and priorities for maintenance, repair, and construction projects. Analyzes and prepares cost estimates, material and labor estimates, equipment requirements, and delivery schedules. Plans renovations and other special projects. Reviews, evaluates, and verifies employee performance by inspecting completed assignments, and reviewing work product and work performance. Approves leave for subordinates. Writes reports, as necessary. Performs related duties as assigned. Required to successfully complete a corrections academy training program. Works security posts, as required.

  • In accordance with SPB 3088 effective 10/7/23, $5000 will be added to the minimum starting rate of pay for all classifications within a Critical Vacancy Pay Supplemental Facility. Critical Vacancy Pay Facilities: Huttonsville Correctional Center and Jail, Mount Olive Correctional Complex and Jail, Western Regional Jail and Corrections Facility, Northern Correctional Facility (including Ohio County Correctional Center), Northern Regional Jail and Correctional Facility, Chick Buckbee Juvenile Center, Vicki Douglas Juvenile Center, Potomac HighlandsRegional Jail and Correctional Facility, and Eastern Regional Jail and Corrections Facility (including Martinsburg Correctional Center) (SPB 3088)
  • Employees hired prior to March 1, 2024, shall receive a non-base building pay differential of $2,294 in March of 2024.
  • Employees in this classification shall receive an annual base building pay differential each fiscal year of $250 after completing one year of service.
  • If an employee is hired into a Critical Vacancy Pay Facility (CVPF) and leaves the facility, the additional pay differential of $5,000 shall be removed from their salary, unless transferring to another CVPF.

Training: Graduation from a standard high school or the equivalent.
Substitution: Experience: as described below may be substituted for the required training on a year-for-year basis.

Experience: Five years of full-time or equivalent part-time paid experience in general maintenance or construction work on buildings, grounds, or electrical and mechanical equipment, at least two years of which must have been in a supervisory capacity.
Substitution: Successful completion of study in an accredited college or university in building trades, or related business or vocational school training, may be substituted for the general experience on a year-for-year basis up to three years.
