Position Summary & Duties Responsible

POSITION SUMMARY

Building Inspector/Plan Reviewer Lead will lead lower-level Building Code Inspector/Plan Reviewers to ensure assignments are performed in compliance with applicable state and local regulations, safety codes, laws, regulations, and standards. Perform plan reviews and inspections, ranging from moderate to highly complex work of substantial intricacy. Duties and responsibilities performed require simultaneous coordination of functions or projects in various stages of completion.

DUTIES AND RESPONSIBILITIES SUMMARY

  • Provide daily technical leadership to other Building Code Inspector/Plan Reviewers in the performance of their duties and responsibilities in compliance with applicable state and local regulations, safety codes, laws, and standards.
  • Assist Certified Building Official with the everyday activities of the section pertaining to the disciplines involved with residential construction, and in primary discipline for commercial construction.
  • Examine moderate to highly complex plans and specifications on residential and commercial building construction to determine compliance with Bernalillo County Building Ordinance, (BCBO) under all State and National certified disciplines (i.e. building, electrical, plumbing, and mechanical). Perform moderate to highly-complex field inspections requiring simultaneous coordination and include unusual problems or deviations from established practices and standards.
  • Collaborate with property owners, contractors and the public interpreting and explain rules, regulations, ordinances, and standards in an effort to meet mutual objectives which may require extensive code research to recommend alternative solutions.
  • Participate in the review and development of departmental procedures.
  • Attend and actively participate in local and state advisory committees.
  • Develop departmental training workshops and facilitate training sessions.
  • Respond to and may serve as technical expert in court proceedings as necessary.
  • Prepare reports on inspections and maintain files on related documents.
  • Perform systems administrator duties for building code Inspector/Plan Reviewer database which includes but is not limited to; ad-hoc reports, entry, audit, and oversight of database.
  • Coordinate special projects and perform other duties as required or assigned.
  • Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. ?

Minimum Qualifications

Working Title: Building

  • High school diploma or GED.
  • Must have nine (9) years foreman level experience in general construction.
  • Must have International Code Council certified building inspector certification or obtain within nine (9) months from date of hire.
  • Must be a State of New Mexico certified inspector for the individual’s primary discipline (i.e. building, electrical, plumbing and mechanical) or obtain within nine (9) months from date of hire.


Working Title: Electrical

  • High school diploma or GED.
  • Must have nine (9) years journeyman level experience in electrical construction.
  • Must have International Code Council certified building inspector certification or obtain within nine (9) months from date of hire.
  • Must be a State of New Mexico certified inspector for the individual’s primary discipline (i.e. building, electrical, plumbing and mechanical) or obtain within nine (9) months from date of hire.


Working Title: Plumbing and Mechanical

  • High school diploma or GED.
  • Must have nine (9) years journeyman level experience in plumping and mechanical construction.
  • Must have International Association of Plumping and Mechanical Officials certified inspector certification or obtain within nine (9) months from date of hire.
  • Must be a State of New Mexico certified inspector for the individual’s primary discipline (i.e. building, electrical, plumbing and mechanical) or obtain within nine (9) months from date of hire.

Supplemental Information

ADDITIONAL REQUIREMENTS

Certification Requirement in one of the following:

Building: Must possess or obtain an International Code Conference (ICC) Certified Building Inspector Certification within nine (9) months from date of hire.

Electrical: Must possess or obtain an International Code Conference (ICC) Certified Electrical Inspector Certification within nine (9) months from date of hire.

Plumbing/Mechanical: Must possess or obtain an International Association of Plumbing Mechanical Officials (IAPMO) Plumbing and Mechanical Certifications within nine (9) months from date of hire.

The offer of this Bernalillo County position requires compliance with the following:

  • Employee must successfully complete the post-offer employment medical examination and background investigation.
  • Employee must comply with the safety guidelines of the County.
  • Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while employed in this position.
  • Employee must remain certified as a State and National Inspector in all required disciplines, i.e. Building, Electrical, Plumbing and Mechanical, while employed in this position.
  • Employee must be able to perform the physical demands required of fieldwork.
  • Employee must complete required FEMA training(s) as assigned to position.

WORKING CONDITIONS

  • Duties are performed both indoors and outdoors.
  • Worker is exposed to occasional vibration and noise factors while performing building inspection duties at construction sites.
  • Indoor duties are performed on even surfaces, which may be carpet, tile, or concrete, and may be either wet or dry. Outdoor duties may be either wet or dry. Outdoor duties may be performed on even or uneven surfaces, which may be wet or dry. Outdoor duties may be performed on surfaces such as concrete, asphalt, natural ground, ice, snow, gravel, or shingled roofs. Stairs, ladders, and scaffolding are used in the performance of outdoor duties.
  • Worker may be exposed to fumes, odors, dust, mists, gases and poor ventilation in performance of essential duties.
  • Work hazards, or potential hazards, include working in heights and around active construction sites and scaffolding. Other hazards include exposure to loose animals.

EQUIPMENT, TOOLS AND MATERIALS

  • Worker uses a variety of office machines, including a main frame computer, Xerox copiers, and other office machines, communication devices.
  • Worker uses a wide variety of work aids, including construction documents, plans, books, binders and files, hard hat, gloves, tape measure, architectural scales, and camera.
  • County vehicle is used on an as needed basis.
