Job description

QUALIFICATIONS:
Education: High School Diploma or equivalent
Experience: Experience in general construction including home inspections, appraisals, PA -Section 108 Minimum Standards, writing project specifications, and lead base paint and risk assessor guidelines.
Skills, Abilities and Knowledge: Experience in general construction including home Inspections, appraisals, Section 8 construction Guidelines, writing project specifications, work orders, lead Base paint guidelines, weatherization standard work specifications.
JOB REQUIREMENTS:
Mental Concentration: Considerable concentration intermittently.
Interruptions: Occur constantly.
Physical Effort: Must frequently stoop, crouch, and bend. Occasional lifting up to 25 lbs.
Special Demands: Valid PA driver's license. Potential eye strain.
Special Requirement: History verification showing free of child abuse/neglect by authorities.
ACT 34, 114 and 151 Clearances and staff health assessment completed
SUMMARY OF DUTIES: Provides comprehensive support to the Department of Healthy Homes through the development of new programming and the oversight of current programming.
RESPONSIBILITIES:
Performs inspections and risk assessment services described in the federally and state funded housing rehabilitation programs and lead hazard control programs locally and regionally.
Schedule property owner home inspections/assessments.
Review and prepare work specifications (including lead safe work practices (LSWP) and rehab guidelines).
Review and evaluate bidding documents.
Assist with the scheduling work and maintain production schedules.
Assist with the reviewing, evaluating, preparing and expediting contract change orders.
Visit and conduct field inspections of all construction work sites and monitor for LSWP.
Assist with the preparation of the documentation required for payment of contractors.
Perform all other tasks assigned by the Project Manager / Lead Hazards Specialist.
Attend all required training sessions and 3rd party exams per PA’s Department of Labor & Industry and grant guidelines.
Maintain required Risk Assessor and Building Inspector Licenses.
Prepare and finalize HUD Project Set-up Reports.
Provide assistance to the Project Manager / Lead Hazards Specialist as requested for project completion.
Reports and other reports as may be requested.
Assist with the completion of construction projects including required clearance methods.
