BUILDING INSPECTOR 1 DESCRIPTION:
GENERAL STATEMENT OF DUTIES
Inspects One- and Two-Family dwelling construction for compliance to State, County and local codes. Performs other related work as required.
SUPERVISION RECEIVED
Works under the general supervision of the Building Official who outlines assignments and reviews work through meetings and reports.
SUPERVISION EXERCISED
Supervision is not a regular responsibility of positions in this class.
BUILDING INSPECTOR 2 DESCRIPTION:

Inspects all types and stages of building construction for compliance to state, county and local codes.
SUPERVISION RECEIVED
Works under the general supervision of the Building Official who outlines assignments and reviews work through meetings and reports.
SUPERVISION EXERCISED
Supervision is not a regular responsibility of positions in these classes, but an incumbent will be expected to take leadership in assisting less experienced inspectors on training assignments or inspections of a difficult or unusual nature.

    Visually examines construction components on numerous different sites, under varying lighting and weather conditions, for compliance with approved construction plans, specifications, and the State of Oregon Specialty Codes.

  • Reads Building Code publications and plans, and interprets for the public, both orally and in writing, their content and impacts upon specific construction projects.
  • Operates a motor vehicle approximately 100 to 150 miles per day.
  • Examines 1 & 2 Family residential construction and site plans for compliance with State and County building, plumbing, mechanical and other related standards.
  • Operates computer terminal, calculator, copier, FAX machine, telephone, two-way radio, and cell phones on a daily basis.
  • Prepares written reports; issues notices to correct violations; issues "stop work" notices.
  • Other duties as assigned.
  • May participate in basic incident command training and drills to maintain proficiency in supporting ECC activities, including carrying out field work in connection with ECC operations. May be assigned clerical/support, incident liaison, or other duties at any location within or near the county. Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

BUILDING INSPECTOR 1: EXPERIENCE AND TRAINING
  1. One year experience in the construction trades, building code related course work, or building inspection or plan review experience in the specialty codes; OR
  2. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

BUILDING INSPECTOR 2: EXPERIENCE AND TRAINING
  1. Five years' experience in the construction trades, and one year of building inspection experience in the specialty codes; OR
  2. Associate degree in civil engineering, or completion of a two-year building codes program, and four years of experience in the construction trades, or building inspection experience in the specialty codes; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at time of hire, and maintain an acceptable driver's record.
  • Must possess, at time of hire, an Oregon Inspector Certification (OIC), or an Authorization to Perform Work from the Oregon Buildings Code Division within 30 days and obtain a valid Oregon Inspector Certification within six (6) months.
  • Possession of State of Oregon A-level Structural Inspector Certification or International Code Council (ICC) Commercial Building Inspector Certification and obtain an Oregon A-level Structural Inspector Certification within six (6) months.
  • State of Oregon 1 and 2 Family Structural Inspector Certification or International Code Council (ICC) Residential Building Inspector Certification and obtain an Oregon Residential Structural Inspector Certification within six (6) months.
  • State of Oregon A-Level 1 and 2 Family Mechanical Inspector Certification or International Code Council (ICC) Residential Mechanical Inspector Certification and obtain an Oregon A-Level Mechanical Inspector Certification within six (6) months.
  • This assignment is represented by a union.
  • This is a full-time temporary position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 7:30 a.m. - 4:00 p.m., with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of building construction, materials, and methods; County and State building and zoning laws and codes; building construction terminology and techniques.

Ability and skill to detect structural, fire/life safety and other violations; read and interpret plans and specifications and to compare them with construction in progress; communicate effectively in both oral and written form; establish and maintain professional and cooperative working relationships with contractors, co-workers and the general public; prepare clear and concise reports; operate a motor vehicle in a safe and responsible manner; effectively operate computer equipment and software programs utilized by the county.
WORKING CONDITIONS
Operates a motor vehicle; stands; sits; moves about the work area; bends forward; climbs stairs, reaches overhead, crawls on hands and knees, and stoops; lifts, pulls, pushes, moves carts weighing up to 40 lbs.; carries items weighing up to 10 lbs.; keyboard operation; speaks in a clear and audible voice; reads 12 pt. font; hears at a normal speech level; rarely exposed to heat, cold, humidity, dust, smoke, vibration, uneven and wet terrain, radiation, noise, ladders/scaffolding, and chemicals; work is performed in a general office or field environment; office work includes the use of a computer using word processing, spreadsheet, permit tracking applications, and e-mail programs or programs specific to the position; fieldwork includes working in a variety of inclement weather conditions; may be required to work flexible schedules and long hours throughout the year, particularly during construction season (May through October).
