Description
The City of Milwaukie is making strides toward fully realizing its potential in the metropolitan area. Offering both a small town feel and close proximity to Portland, Milwaukie acts as an unassuming village with big city amenities. Like many jurisdictions throughout the metro, it is experiencing remarkable development and growth. There are several exciting projects that sit within each phase of the building review pipeline (i.e. Henley Place Apartments,Hillside Park, and Seven Acre Apartments) and the historic downtown is at the cusp of an inspiring evolution.
This new position will work with a creative, solution-orientated, and friendly team of building professionals, as well as coordinate with a planning, engineering, public works, and community development group that is both helpful and supportive. The building division recently relocated from the city's Johnson Creek Boulevard facility to a new city hall now located at 10501 SE Main Street (Old Advantis Credit Union building) in downtown. The development process can be fast paced and demanding at times. The city is looking for someone who is able to be resourceful and thoughtful in administering the building code, as well as conscious of the importance of organizational culture and employee engagement.

Duties and Responsibilities
This professional building inspector class reviews building plans and specifications and performs on-site inspections for Commercial Buildings and structures in conformance with approved plans, specifications and standards.
  1. Completes structural, mechanical, and fire plan review for commercial projects utilizing the Bluebeam program and supports the residential plans examiner as needed.
  2. Processes permit applications through the Accela permitting system for plan review.
  3. Supports the public counter as needed to field questions about commercial permits and plan review, as well as communicates with contractors, engineers, and property owners.
  4. Performs commercial structural, mechanical, and fire life safety field inspections. Provides detailed reports through the Oregon inspectors app and/or state Accela permitting system.
  5. Coordinates with other divisions and departments as part of the development review process.

Job Specifications
Education, Training, and Experience
(Any combination of education and experience providing the knowledge, skills and abilities to perform the essential duties of this position will be considered. Prior work experience and educational requirements listed are typical ways of obtaining the required qualifications. Other equivalent combinations of education, training and experience will be considered, including unpaid work experience, on a year-for-year basis.)
  • Two-year college degree in building trades, construction management, community development, engineering, architecture or related field; AND
  • Three (3) years of inspection, plan review or relevant construction related work experience; OR
  • Any equivalent combination of education and experience.

Licensing/Special Requirements:
  • Must possess, or be able to obtain by time of hire, a valid driver license and satisfactory driving history.
  • Oregon Inspector Certification (OIC)
  • State of Oregon Certification as a Fire and Life Safety Plans Examiner (PEF)
  • State of Oregon Certification as a Structural Inspector A-Level (SIA)
  • State of Oregon Certification as a Mechanical Inspector A-Level (MIA)
  • State of Oregon Certification as a Structural Plans Examiner A-Level (PEA)

Desired (not required) Certifications:
  • State of Oregon Certification as a Plumbing Specialty Code Inspector (PI)
  • Residential Plumbing Inspector (CAP)
  • Residential Plans Examiner (CAX)
  • Residential Structural Inspector (CAS)
  • Manufactured Structure Construction Inspector (OMDISC)

Knowledge of:
  • Practices, principles and procedures of the Oregon Structural, Mechanical and Plumbing Specialty Codes, and other codes and ordinances applicable to area of assignment.
  • Building construction materials and methods, engineering principles, construction phases, and their relationship to an enforcement program.
  • Common office productivity software.

Skills and Abilities to:
  • Communicate effectively both orally and in writing, regarding complex technical issues, permitting issues, and general questions from the public.
  • Interpret technical information including state and local regulations and building codes.
  • Manage multiple projects often within tight timeframes.
  • Operate permitting software both in the office and in the field.
  • Establish and maintain effective working relationships with customers and other staff.

Hybrid Work Options: This job class is eligible for limited remote or hybrid work options in accordance with the city's telework policy.Compensation: The salary range for this overtime-eligible union represented position is $5,815 - 7,424 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would be no higher than $7,072 per month.

The City of Milwaukie offers a generous benefits package to all regular status employees working at least 20 hours per week (benefits are pro-rated for employees working less than full-time).
Medical Insurance: Employees choose between a traditional indemnity plan (Regence Blue Cross PPO) or a health maintenance organization (Kaiser HMO). Coverage includes employee and eligible dependents. Each plan includes a vision and prescription drug benefit.
Dental Insurance: Employees and dependent family members are eligible for a dental insurance plan which includes preventative, routine and major dental care as well as orthodontic benefits. Employees choose between Delta Dental, Willamette Dental or Kaiser's dental plan.
Flexible Spending Account: The city offers a Flexible Spending Account (FSA). FSA's allow eligible employees to pay for non-covered health related expenses and child care expenses with tax-free income. Additionally, the employee paid portion of the city's medical and dental insurance premiums are paid through the FSA with pre-tax dollars.
Retirement: The City participates in the Public Employees Retirement System (PERS). Benefits paid by PERS are funded from two sources,
- Member contributions paid on behalf of employees by the city (immediately vested); and
- Employer contributions (vested when contributions have been made in each of five calendar years)
Additionally, the city offers a 457 deferred compensation retirement plan. The city makes a contribution of 3.5% to your 457 plan with no contribution required from you. You may contribute additional pre-tax dollars to the 457 plan up to federal limits.
Life Insurance: The city provides basic life insurance in the amount of annual salary to a maximum of $100,000 and accidental death and dismemberment (AD&D) to a maximum of $100,000.
Long Term Disability Insurance: The city provides a long term disability (LTD) plan which provides up to 50% of your salary, up to a maximum benefit of $3,000 per month for qualifying disabilities following a 90-day waiting period.

Vacation
Paid vacation time accrues on a yearly basis as follows:

- 1-48 months (up to four years) 8.67 hours per month
- 49-108 months (4-9 years) 10 hours per month

- 169-228 months (14-19 years) 14 hours per month
- 229 or more months (over 19 years) 16.67 hours per month
Vacation leave may be taken after six months of employment and may be accrued to a maximum of two years.
Non-represented managers and supervisors who do not receive overtime compensation are eligible for administrative paid time off on an annual 'use it or lose it' basis.
Sick Leave: New employees are front-loaded 48 hours of sick leave upon hire. After six months, sick leave accrues on a monthly basis at a rate of eight (8) hours each month worked.
