The Bureau of Nutrition and Physical Activity Accountant will assist in all Financial Management activities of the bureau. BNPA has an annual budget of over $160 million, over 12 different funding streams and grants, and manages approximately 31 different subrecipients providing services throughout the State of Arizona. BNPA programs provide over 5.6 million services a year to Arizonians. The responsibilities of this position are designed to ensure compliance with program, state, and federal financial requirements.
- Recommends and implements solutions to identified financial problems. Establishes and maintains effective fiscal management by analyzing, interpreting and evaluating accounting and reporting systems, procedures, policies and methods providing upper management with accurate input as to needed improvements. Ensures that financial review findings have an established Corrective Action Plans and that the plan goals are met within the established time frame.
- Performs professional operating or cost accounting work requiring the standardized application of established accounting principles, theories, concepts, and practices. Reviews and/or conducts the reconciliation of reports and financial data, identifying or correcting inconsistencies or errors.
- Annually prepares and monitors program budgets and forecasting. Oversees ledger accounts for all transactions on an ongoing basis to monitor expenditure rates. Reconciles expenditure accounts for large complex federal programs to ensure costs are properly allocated to appropriate federal, state or other funding sources.
- Prepares data used in the compilation of comprehensive monthly, semi-annual, and annual financial reports, agency financial statement(s), and/or annual report. Allocates costs to appropriate federal, state or other funding source.
- Develops, prepares and updates Standard Work documents and processes for financial management and improvement
Knowledge of:
- Economic and accounting principles and
practices, as well as their applications and
oversight of state and federal programs; the
analysis and reporting of financial data
- Generally Accepted Accounting Principles
(GAAP); comprehensive knowledge of the
principles, concepts, practices, methods and
techniques
of government accounting
- Internal control structures, and fiscal
management
- Considerable knowledge of the methods
and techniques of automated financial
systems
- Comprehensive knowledge of reference
materials such as federal regulations,
Arizona Revised Statutes, applicable agency
manuals, and
policies and procedures
- Working knowledge of financial research
methodologies

- Performance Management (PM), and
Continuous Quality Improvement (CQI) and
Lean methodologies
Skill in:
- Complex managing accounting systems
and new system development. Major
elements of a general accounting and
budgetary system Internal Controls and
various auditing practices.
- Considerable skill in analysis, interpretation
and communication of financial data
- Communication and ability to explain
accounting issues to multiple departments
Bachelor's Degree in Accounting preferred; Two years' experience as an Accountant or equivalent, with an emphasis on multi source data analytics for budget development and creating/working with complex spreadsheets. Preference will be given to candidates with non-profit accounting experience and experience in the WIC program or in a similar public service position.
