The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.

The Financial Services Division's Accounts Payable Section serves the operating accounting functions for the Department of Revenue's agency, and the Office of Revenue with 3 separate appropriated programs; Tax collection, Alcohol and Tobacco Control and Charitable Gaming having combined approximate $100 million operating budget from multiple means of financing (general fund direct, self-generated, statutory dedication, federal, and interagency transfers).

The Financial Administrative Services section of the Financial Services Division is responsible for processing all agency related travel, purchases, contracts and procurement. This section is dedicated to providing the services and support necessary to meet the goals and objectives of the Louisiana Department of Revenue (LDR) in an efficient and cost effective manner that is in compliance with all state and federal laws, rules and regulations.

ABOUT THIS POSITION:
This position’s duty, as an employee of the Budget Accounting Section, is to operate within the Financial Services Division’s mission to administer the fiscal functions of the Department to provide goods and service to all employees for the efficient performance of their jobs and to provide the Departments administration with timely and accurate information.

The incumbent of this position performs advanced journeyman complex accounting and budget accounting duties, including preparation, projection and monitoring of the Department’s budget. The position works with the approximately $110 million operating budget. The means of financing are General Fund, Self-generated funds, interagency transfers, Statutory dedications and Federal.

Examples of Duties:

  • Prepares complex accounting reports and other status reports designed to assess the financial operating revenue and expenditure of the Department, Programs, Divisions, Groups/Offices, Projects and Activates.
  • Informs management of potential budgetary expenditure or self-generated cash-flow problems.
  • Prepares and monitors the Departments annual budget request by preparing all related budget documents for assigned budget categories.

VACANCY INFORMATION:

Current permanent status classified state employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
This position will be domiciled in East Baton RougeParish. Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy.
A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.
LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.
