Summary This position serves in a developmental role at the BOILER PLANT as well as the wastewater treatment plant and therapeutic pool. The Operator utilizes manual and automatic controls to operate multiple utility systems in these areas on a continuing basis. This work takes place at the Canandaigua Veterans Administration· Medical Center in Canandaigua, New York. Responsibilities Major Duties: In this position, you will work along with the Utility Systems Operations Supervisor, Boiler Plant Operators, and Wastewater Plant Operator. You shall train in operations of both the BOILER PLANT and waste water treatment plant. He/she shall train in the process of switching over from one fuel source to another (gas to oil). Train with staff and learn how to re-start the plant from a loss of power. He/she shall learn the proper steps in switching softeners and regeneration of softeners. He/she will train with staff in the daily. testing of boiler water and condensate return water. Train with staff on the proper procedures of sounding fuel oil tanks and sounding alarms. Require supervision from the plant supervisor or BOILER PLANT OPERATORs. Start and secure a boiler and other equipment, regulate, and stop equipment and perform routine operator maintenance in these areas. Performs other assigned duties. Qualifications PHYSICAL EFFORT AND WORK CONDITIONS: Frequently works in confined areas in and around boilers and support equipment. The work requires moderate to strenuous effort and long periods of walking, standing (including on concrete floors), climbing (including ladders), bending, and crouching. The incumbent shall frequently lift and carry boiler parts and chemical supplies weighing up to (50 pounds) unassisted and occasionally items weighing over (50 pounds) with assistance of other workers or weight handling equipment. Moderate physical effort is necessary to turn valves and controls. The incumbent shall work indoors and/or outdoors where he/she is subject to prevailing weather conditions. Workers are subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes in the work area. Is subject to cuts and abrasions from the use of tools and equipment and burns from acids, caustics, hot water, steam, and contact with piping and boilers. In addition, incumbent work on catwalks and ladders. The incumbent shall be required to follow prescribed safety practices and use safety equipment such as face shields, gloves, hard-toe shoes, respirators, and protective clothing. Some of these safety items may be uncomfortable to wear and may be worn or used for long periods. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. (Screen-Out) Ability to do the work of a Boiler Plant Operator Helper without more than normal supervision. You will be rated on the following Job Elements as part of the assessment questionnaire for this position: Dexterity and Safety Equipment Assembly, Installation, Repair Interpret Instructions, Specifications (other than blueprint reading) Measuring Instruments Operation of Equipment/Machinery Technical Practices Without more than normal supervision IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education Additional Information Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
