DEFINITION
Boat Operator I/II
Please note:
  • The work schedule for this position is Monday-Sunday from 6:30 AM to 5:00 PM (1-hour lunch).

What You'll Do:
Under limited supervision, operates a ferry boat transporting passengers across rivers when low water crossings are impassible; performs both routine and skilled heavy, physical work in the maintenance, repair and construction of roads; operates a variety of vehicles; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
Boat Operator I is the entry level in this class. Initially under supervision, incumbents learn and perform ferry boat operation and road maintenance duties. This class is alternately staffed with Boat Operator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meet the qualifications of the higher level class.
Boat Operator II is the skilled working level class in this series. Incumbents are expected to perform the full range of ferry boat operation and road maintenance duties. This position requires knowledge of boat operation as well as the use of independent initiative and judgment. This class is distinguished from Road Maintenance Worker I/II in that the latter does not have operation of a ferry boat included in the duties.
EXAMPLES OF DUTIES
  • Maintains the ferry boat, outboard motor, life jackets, and boat trailer to comply with all applicable safety standards; washes and cleans the equipment as needed; reports needed major repairs.
  • Ferries passengers across the river.
  • Maintains access to the boat landing; makes repairs as needed.
  • Enforces applicable rules, regulations and practices for ferry boat passenger and operator safety.
  • Maintains log of work performed including recording repairs to the ferry boat, motor, trailer, life jackets and access; prepares reports of work performed, and a variety of passenger data.
  • Responds to emergency situations in off hours as required.
  • Breaks and removes surfaces; digs, shovels, hauls and loads and unloads road maintenance materials; operates a wide variety of road maintenance equipment; cleans up work sites at the end of the job.
  • Performs traffic monitoring and control, including the distribution of barricades, warning signs, safety cones and/or flagging for the vehicles.
  • Operates a variety of vehicles and equipment such as dump trucks, backhoes, rollers, loaders, and patch pots.
  • Inspects vehicles and performs minor maintenance; reports the need for major service and repairs, fuels and lubricates vehicles and related equipment; cleans and washes assigned equipment.
  • Operates and maintains a wide variety of hand and power tools and equipment related to work assignments.
  • Observes safe work methods and safety practices related to the work; cones and flags worksites to secure from traffic; uses appropriate safety equipment; observes safe driving practices.

QUALIFICATIONS
Knowledge of:
  • Safe boating practices.
  • Small watercraft operations, including outboard motor operations.
  • Techniques, materials, tools, equipment and vehicles used in the maintenance and repair of boats and roads.
  • Operation and maintenance of a wide variety of hand and power tools and equipment used in the work.
  • Safe work methods and safety regulations pertaining to the work.

Skill in:
  • Operating a ferry boat according to applicable safety standards.
  • Operating road equipment such as trucks, rollers, loaders and backhoes.
  • Performing heavy physical labor.
  • Understanding and following oral and written instructions.
  • Exercising sound independent judgment and initiative without close supervision .
  • Keeping accurate records and preparing simple reports.
  • Working effectively with the public and others as a part of the daily work.

Other Requirements:
Must possess a valid California driver's license.
Must possess certification of completion of a basic boating safety course provided by the California Department of Boating and Waterways, the United States Coast Guard Auxiliary or other appropriate agency or obtain such certification within 60 days of hire.
Must obtain a First Aide Certificate within 60 days of hire.
Must obtain a Class B driver's license within 120 days of hire for the I level.
Must possess a Class B driver's license for the II level.
Must possess and maintain a First Aide Certificate for the II level.
Must possess sufficient strength and stamina to lift and carry a boat, outboard motor and other objects weighing up to 100 pounds.
Must be willing to work outside in all weather conditions and to work varied and odd hours.
Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
Boat Operator I: One year of experience operating a small craft and six months of work experience as a laborer in construction or maintenance work.
Boat Operator II: In addition to the above, one year of experience in the operation of small craft and the construction and maintenance of roads at a level equivalent to the County's class of Boat Operator I.

CalPERS RETIREMENT PROGRAM
Employees fall into one of the following tiers based on the date you first start working for the County or any other employer that uses CalPERS for retirement.
  • Tier I - Prior to 7/5/2012: 2.7% @ 55
  • Tier II - Post 7/6/2012: 2% @ 55
  • Tier III - Post 1/1/2013: 2% @ 62

If this is your first job with a CalPERS employer, you'd be in Tier III.
  • 2% means that for every year you work for the County, you will receive 2% of your maximum annual pay rate for every year that you work for us (or other CalPERS employers) if you work the required minimum number of years (that's called vesting) and retire after the age following the @.
  • If you work 20 years and retire at 62 years of age, you will receive 20 x 2% or 40% of your maximum annual pay rate every year in retirement payments.

PROBATIONARY PERIOD
Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

It is the County's intention to hire only those workers who are authorized to work in the United States, pursuant to the Immigration Act of 1990. If you are offered employment, you will be required to verify your eligibility to work in the United States. For law enforcement positions you will be required to verify your U.S. citizenship or legalized status.
DISASTER SERVICE WORKERS
All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
