The Manager - Fiscal Services oversees specified administrative and financial operations of designated departments to guide and increase effectiveness and allow departmental staff to focus on direct service delivery.
Essential Functions
1. Manages, oversees, and monitors budget, financial, and administrative activities for various City departments.
2. Communicates, engages, and works with various departments, as needed, to determine and develop budget and fiscal operating costs; prepares budget documents that reflect accurate expenditures and operating costs.
3. Identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; monitors financial compliance with various regulations.
4. Implements plans, schedules, and assignments; determines objectives needing emphasis; recommends or adjusts work priorities, project schedules, resources, and work plans as required.
5. Gives advice, counsel, instruction, and identifies routine training needs for staff and provides knowledge and expertise on budget development, procurement, and other financial and administrative tasks.
6. Reviews and approves delivery orders, master agreements, contracts and requisitions for goods and services, and other financial documents.
7. Perform related duties and fulfills responsibilities, as required.
8. Regular, reliable, and punctual attendance is an essential function of the job.
Minimum Qualifications
Education:
Bachelor's Degree in Public Administration, Public Relations, Journalism, Marketing, or other related field
Experience:
  • Four (4) years of professional level experience in municipal government, budgeting, financial analysis, procurement, or other related experience.
  • One (1) year minimum supervisory experience.

Knowledge, Skills and Abilities Required to Perform Work:
  • Knowledge of budgeting, procurement, accounts payable, public policy, and administration.
  • Knowledge of the City's payroll, accounting, or purchasing procedures
  • Knowledge of organization, function, financial administration, and authority of various City Departments.
  • Ability to provide administrative and professional leadership and direction to subordinate staff.
  • Ability to deal tactfully and courteously with the public and other city employees.
  • Ability to handle difficult and unusual situations.
  • Ability to analyze information and develop sound conclusions.
  • Communicating effectively verbally and in writing.
  • Establishing and maintaining effective working relationships.

Working Conditions and Hazards:
