Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description The primary responsibility of this position will involve working in the Region 6 Bureau of Ecosystem Health (BEH) program administering both the freshwater wetlands (Article 24) and protection of waters (Article 15) regulatory programs in St. Lawrence, Jefferson and Lewis Counties. The incumbent will complete environmental impact analysis of projects that may impact aquatic resources. This position will carry out regulatory functions including, but not limited to, regulated wetland boundary delineations, project/permit review, making DEC jurisdictional determinations, answering public inquiries regarding these programs, and enforcement of violations of both the freshwater wetlands and protection of waters laws. This is a field-oriented position, sometimes in adverse weather conditions and in remote and uneven terrain. Other aspects of the position might include supervision of seasonal staff and interns, participation in extension and outreach programs with the public, review of hydroelectric and energy transmission projects, and share project review responsibilities related to protected and endangered species (i.e. freshwater mussels, fish, etc). There may also be opportunity to work with other regional programs on projects or special events. Strong verbal and written communication skills are essential aspects of this job to clearly convey regulatory programs to the public and other state and federal agencies, and to effectively coordinate BEH program priorities with the divisions of law enforcement and environmental permits.
