Job description

Oversees and supervises the daily tasks performed by Billing Specialists to ensure accurate utility billing and collection of daily revenue consistent with the division internal controls policy.

The primary work schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM.

Salary Disclosure: Starting Salary: $2,194.95 biweekly plus benefit and retirement options; Pay Range $2,194.95 - $3,095.50 biweekly. Pay Grade: 206

EMERGENCY RESPONSE/RECOVERY ACTIVITIES

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.

  • Supervises, plans, and coordinates daily work tasks of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates corrective or disciplinary action when appropriate.
  • Provides direction to staff to resolve account issues.
  • Responds timely to customer complaints or inquiries via correspondence by telephone, in person and email to resolve service-related questions.
  • Develops and maintains current standard operating procedures.
  • Provides staff training on standard procedures to maintain billing practices consistent with county polices and codes.
  • Reconciles and processes daily payments/deposits. Maintains accurate financial records and responds promptly to audit requests.
  • Prepares electronic reports from various systems including, but not limited to, OPUS, Invoice Cloud, Checkfree/Fiserv, AMI, IPS, ShoreWare Agent Manager, Mitel Connect, NCS Plus, CIVICPLUS, DocuSign and EBridge.
  • Supervises the call center phone coverage for the payment, dispute, service, and alarms group.
  • Supervises staff assigned to the state regulated utility locates requirements within tightly defined time allocations.
  • Works with legal staff to properly manage accounts after customer files for bankruptcy and foreclosures.
  • Promptly posts various debit/credit adjustments according to proper GL accounts.
  • Promptly review and sign off on pending adjustments posted by staff to ensure accuracy. Provide a check and balance on all batch posting jobs.
  • Works closely with collections and other entities to recover unpaid revenue.
  • Works routinely with Finance in reconciling revenue, managing security deposits, locating, and correcting any discrepancies in cash flow from all revenue sources.
  • Accurately completes daily deposit reports and submits to Finance.
  • Monitors and manages returned check information provided by IC and Finance.
  • Prepares a month refund file on Final Bill accounts with outstanding credit balances. This includes balance transfers and updated customer information.
  • Performs proper entries to remove balances on inactive accounts.
  • Posts applicable fees from completed work orders.
  • Allocates all overpayments for loan accounts to ensure billing is correct and loan accounts are kept up to date and accurate.
  • Processes all write offs, collections, liens, and release of liens, and prepares agenda items accordingly.
  • Manages the Water Resources email folder to ensure all inquiries are answered timely.
  • Coordinates process to respond to lien/outstanding balance requests.
  • Maintains all publicly accessible forms, including but not limited to DocuSign applications for service, Disconnects, EZ Pay, and Name Change forms.
  • Serves as Utility Business Services Director, as needed.
  • Performs other duties as required.

Education, Training, and Experience

  • High School Diploma or GED equivalent.
  • Associate degree or education and training equivalent to two (2) years of college education in construction, business, office management or closely related field, preferred.
  • Five (5) years relevant work experience in cash handling and/or utility billing.

Certificates, Licenses, Registration, Skills

  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Ability to maintain a healthy/positive work environment for employees.
  • Excellent customer service skills, communication skills and strong attention to detail required.
  • Must have strong organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    1. IS-100.c: Introduction to the Incident Command System (ICS)
    2. IS-200.b: ICS for Single Resources & Initial Action Incidents
    3. IS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment

  • Requires sitting most of the time.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent balancing, and occasional reaching above shoulders.
  • The job requires the completion of tasks that involve typing, simple grasping, fine manual manipulation.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Summary of Benefits: Citrus County Board of County Commissioners provides a comprehensive benefit package. Employees are eligible to participate in the County's insurance plans if they are working a minimum of 30 hours per week in a benefit-eligible position. Coverage will become effective the first of the month following a 30-day waiting period. For example, an employee hired on April 10, the effective date of coverage will be on June 1.
