POSITION TYPE/EXPECTED HOURS OF WORK:

This is a full-time, Classified, CWA position, and hours of work and days are Monday through Friday, 8:30 a.m. to 4:30 pm. Occasional evening and weekend work may be required as job duties demand. Note: This position is in the “NL” category of employment.

JOB SUMMARY:

Under the direction of the Benefits & Operations Supervisor, the Benefits Coordinator is responsible for an array of benefits administration functions. Performs benefits operations with high level of accuracy and attention to detail while meeting deadlines and maintaining confidentiality.
Starting Salary: $68,806.17 - $72,014.33

DUTIES:


BENEFITS FUNCTIONS
:


  • Assist with the processing and delivery of various employee benefit programs, including but not limited to Defined Benefit and Defined Contribution retirement plans, group life, medical, dental FSA, COBRA and disability insurance. Serves as liaison between employees and the State of New Jersey to resolves benefit related issues.

  • Process, track and communicate benefits enrollments, changes and terminations for all employee classes.

  • Compile data for insurance and pension invoices for submission to the New Jersey State Health Benefits Plan (SHBP).

  • Assist in tracking all benefits costs for employees and verifies all deductions have been processed and prorated if necessary

  • Assist with the completion of employers certification via Benefitsolver for all enrollment changes such as additions and terminations.

  • Track and process pension enrollment to DCRP for provisional and part-time employees in Banner and the Pension system.

  • Manages leave of absence process coordinating with employees and supervisors for required forms, monitors leave balances, tracks all leave and FMLA usage.

  • Assist to review medical documentation and work-related accident reports for completeness and clarity of data to ensure compliance with policy and regulatory requirements, get claim numbers and update all information on the OSHA log.

  • Inputs HR information into PMIS for leaves of absence, terminations, and lump sum sick payments.

  • Audit reports to ensure accurate benefit elections, eligibility, and deductions for employees and their covered dependents.

  • Notifies and tracks employees with fifteen or more sick leave days in a 12 month period.

  • Manages vision benefit reimbursement program, including verifying eligibility, reviewing supporting documentation and requesting reimbursement through accounts payable.

  • Prepare documentation for ACA, purchasing of service credits and other benefits.

  • Ensures confidentiality of sensitive Benefits information and records. Maintains employee benefits filing systems, including the collection of I-9 forms and ensures benefits changes are entered appropriately in Banner for payroll deduction.

  • Generate bi-weekly employee listings, new hire, termination, insurance, pension, ACA and absentee reports.

  • Works with Benefits Supervisor on calendar year, fiscal year and academic year accrual rolls and fiscal year end processes.

  • Assist in reviewing and responding to unemployment claims.

  • Meet with employees to help them understand their benefits and other related incentive programs. Assist employees in filing health, dental, life, and all other related benefit forms or in Benefitsolver.

  • Assist in the review of PERS output biweekly and processes adjustments as necessary. Reconciles PERS data quarterly and remits data to the state.

  • Assists in conducting new hire benefit orientations, maintaining orientation materials, annual benefits fair and wellness events.

  • Document current benefits processes/procedures to develop standard operating benefits procedures manual.

  • Serves as a backup for Benefits Supervisor.

  • Performs other duties as assigned.

ADDITIONAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Experience with Ellucian Banner, preferred.
  • Working experience with the NJ State systems (MBOS, PMIS, EPIC), strongly preferred
  • Must be able to work with diverse population and have a strong customer service orientation.
  • Excellent verbal, written, organizational skills, detail-oriented, interpersonal skills a must.
  • Strong computer skills with demonstrated working knowledge of related information system, Microsoft Office, including Word, Excel, Access and other report writing software.
  • Ability to work in a very busy setting with little supervision is required. Must be able to juggle, organize and prioritize multiple tasks with many interruptions.
  • Ability to comprehend, interpret and apply rules and regulations in accordance with established procedures and policies of the unit.
  • Ability to maintain confidential records and files.

Typical Qualifications

REQUIREMENTS


Knowledge and working experience with pertinent federal and State regulations affecting employee benefit programs, including OSHA, COBRA, ACA, FMLA, NJFLA, ADA.

EDUCATION:


Bachelor's degree from accredited college or university preferred.


EXPERIENCE:

A minimum of three years of employee benefits related administration experience.
