About the division:
The Division of Behavioral Health and Recovery (DBHR) provides support for substance use treatment, mental health services, and problem gambling services through prevention, treatment, peer and recovery support. Programs promote strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, supporting recovery from substance use, promoting recovery and resiliency, reducing stigma, and mitigating the effects of problem gambling on the individual and family. DBHR brings operational elements such as medical assistance, substance use and mental health into closer working relations to serve individuals more effectively and efficiently.
About the position:
The position is a pivotal role within the Division of Behavioral Health and Recovery (DBHR), reporting to the Supervisor of Behavioral Health Operations and Planning. It involves serving as a subject matter expert in various critical initiatives, notably the Teaching Clinic Rate Enhancement Project. The role requires providing expert analysis and consultation to HCA leadership, staff, and external stakeholders, particularly in developing and executing complex Behavioral Health system recommendations. This position plays a key role in leading system-wide development and implementation of Behavioral Health policy initiatives, collaborating extensively with multiple councils, agencies, legislators, and community partners within Washington State. Responsibilities encompass a broad spectrum from program development, contract negotiations, budget management, legislative reviews, to composing reports for senior agency leadership and legislative committees. As the subject matter expert, the impact of this role is significant, directly influencing the quality of Behavioral Health services, workforce support, efficiency, and risk mitigation through innovative and strategic policy solutions for both short-term and long-term initiatives.
This position is eligible to telework but may be required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
  • Provide analysis, guidance, management, and support for the initiatives of the Teaching Clinic rate enhancement project with the project team from Washington Behavioral Health Council and to the Joint Legislative Executive Council (JLEC) on Behavioral Health internally and externally to expand Behavioral Health initiatives and collaborate with internal program managers and specialists who direct the development and implementation of Behavioral Health services.
  • Serve as the expert and agency representative for the Teaching Clinic rate enhancement project and to the newly formed JLEC committee on Behavioral Health, advising leadership on crucial matters, monitoring report completion, and staying updated on council work.
  • Manage and influence statewide structures, ensuring their efficiency and effectiveness in Behavioral Health initiatives.
  • Collaborate with internal and external staff, coordinating analyses across DBHR areas and agency leadership.
  • Lead monitoring efforts and briefings on key Behavioral Health matters and ongoing projects for HCA leadership.
  • Direct agency and division work for key Behavioral Health projects including analysis, contract management, and coordination.
  • Conduct research, formulate recommendations, and aid in implementing new or expanded services.
  • Facilitate cross-system coordination among key partners (e.g., state councils, Behavioral Health Organizations) to support efficient operations.
  • Engage effectively with stakeholders in the public arena, fostering interagency teamwork and addressing public concerns.
  • Evaluate proposal impact on Behavioral Health programs and brief leadership accordingly.
  • Collect, analyze, and disseminate Behavioral Health policy/data, providing planning recommendations and fostering partnerships to address system gaps.
  • Offer project and policy guidance to DBHR and agency leadership, crafting briefs and reports for external partners on implementation progress.
  • Interpret and apply state/federal mandates for statewide policies, ensuring comprehensive service across all populations.

Qualifications
Required qualifications:
  • Bachelor'sdegree in social services, public or healthcare administration, business, or related field.
AND
  • 5 years of experience in a community Behavioral Health or managed healthcare organization with proficiency in two or more of the following areas:
Experience areas:
  • Coordinating, leading, and administering initiatives for improving Behavioral Health delivery systems.
  • Managing complex business projects
  • Contract management
  • Conducting research
  • Analyzing policies, laws, rules, or regulations
  • Conducting business analysis and developing requirements
  • Managing business operations
  • Developing business policy

Preferred qualifications:
  • Master's degree in social services, public or healthcare administration, business, or related field.
AND
  • 3 years of experience in:
    • System redesign, contract management, and Behavioral Health services leadership, coordination, and administration.
    • Work within a managed care system.
    • Expertise in managing statewide or regional system changes.
    • Dealing with statewide partners, including Tribal Behavioral Health service organizations.
    • Advanced knowledge of State and Federal Medicaid services rules and regulations.
    • Planning and administering community-based supportive services for Behavioral Health.
    • Knowledge about the state Medicaid system.
    • Familiarity with state and federal mental health and substance use disorder statutes, rules, and regulations.
    • Understanding of principles and practices of managed care delivery systems, payment systems, and client eligibility requirements.

Insurance Benefits

Retirement and Deferred Compensation
