GENERAL DESCRIPTION:
Be a part of the Water Quality Division (WQD) team and experience the WDEQ Mission and VisionThe Records and Data Management Specialist II position provides high-quality records management for the WQD to support effective, efficient, and proactive program operations. This position is responsible for implementing all aspects of WQD records management for a wide variety of records including assisting with the planning, designing, and consistent implementation of electronic records management systems for WQD programs, maintaining retention schedules, providing technical assistance and training on records management; and coordinating responses to public records requests in a timely manner. This position assists with the Division's efforts to develop new Data Management systems.
Cheyenne is a steadily growing community along the Front Range, but still true to the history of the Old West. The city offers nearby mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Cheyenne is also home to the "Daddy of 'em All" - Cheyenne Frontier Days - held the last week of July. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Provides records management coordination, support, technical assistance, training, research, and guidance to projects, programs, the Division, and the Agency.
  • Monitors, tracks, and documents records management activities.
  • Maintains databases related to document tracking and records management.
  • Provides research and analysis and monitor information for policy issues that may require agency attention.
  • Provides information updates to appropriate personnel in the Agency, program, or project.
  • Manages all aspects of a records department, including transfer of records to and from State Archives Center and maintaining retention schedules.
  • Collect, appraise, inventory, process, conserve, and manage documents and items of historic, legal, administrative, and evidentiary significance and value to the State of Wyoming and its citizens.
  • Develops and generates various agency-required databases or tracking systems.
  • Verifies data.
  • Using agency-specific software, establishes workflows and best use of programs with regard to records and data for agency needs. May provide technical data support to agency using this software.
  • Compiles reports for agency personnel.
  • Coordinates records or Data Management for large projects, programs, and/or departments.
  • Creates presentations and comprehensive reports.
  • Explains policies, procedures, and practices to other agencies.
  • Assists in identifying and managing historically significant records designated for permanent or long-term retention, including WQD records from all Agency field offices, according to professional guidelines and practices to aid the retrieval of information and maintain the evidential value of records;
  • Participates on Agency-or Division-level committees related to records management.
  • Directs permanent and temporary staff who assist with WQD records management and implement information processing activities for the Division, including those involved with WQD records from all Agency field offices.
  • Monitors respective program(s) for compliance with retention schedules.

Qualifications
KNOWLEDGE:
  • Knowledge of Department of Environmental Quality programs, policies, procedures, and rules.
  • Knowledge of State of Wyoming Records Center procedures and policies.
  • Knowledge of State of Wyoming and Department of Environmental Quality retention schedules.
  • Knowledge of SharePoint and other electronic records management systems.
  • Knowledge of records management principles and best practices.
  • Knowledge of State of Wyoming and Department of Environmental Quality public records requirements.
  • Strong skills in Microsoft Word, Access, and Excel; Google Docs; and Adobe systems.
  • Experience with Microsoft SharePoint and website programs.
  • Ability to manage diverse and competing priorities with time management skills, organization skills, and consideration for deadlines.
  • Possess strong communication skills with attention to detail.
  • Experience working in a team-oriented, collaborative environment, with the ability to work well with others

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Records or Data Management)
Experience:
0-2 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I
