Description and Functions

GENERAL DESCRIPTION:
Manages utility conservation; water, sewer, and garbage. Monitors and adjusts energy management programs develops and implements energy savings projects, performs facility energy audits, develops energy savings performance programs, and monitors energy rebate programs. Monitors all facilities' design and construction activities as related to energy management.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Manages the Statewide Energy Program. Functions as the Subject Matter Expert for all applicable federal and state laws, executive orders, and regulations related to energy and water conservation.
  • Initiates and Implements projects identified as feasible in energy audits/surveys.
  • Reviews approve or reject energy project submittal.
  • Conducts Energy Audits and Surveys.
  • Submits Monthly Reports for Army Energy, Water Reporting System, cost data (ISR), and all DoD applicable databases.
  • Produces Life Cycle Cost, Savings to investment ratios, and other reports and completes necessary forms for energy conservation projects.
  • Respond to Army and National Guard Bureau DATA CALLS.
  • Conducts utility invoice analysis.
  • Coordinates with Real Property Manager and reviews Facilities Inventory and Support Plan (FISP) for property ownership, support codes, and other facility information.
  • Performs energy conservation awareness training at user levels.
  • Provides energy guideline training to the engineering staff section.
  • Briefs State leadership on the status of facilities energy and water conservation programs.
  • Compiles and submits energy engineering recommendations.
  • Works with Military Facility Managers to implement energy audit findings practices and procedures to reduce consumption.
  • Analyzes and negotiates revisions of utility rates with utility companies.
  • May be required to supervise additional personnel

Qualifications

KNOWLEDGE:
  • Knowledge of comprehensive energy and utility planning focused on providing sustainable, cost-effective, and resilient solutions.
  • Knowledge of energy audit standards, demand response activities, and energy resilience initiatives.
  • Knowledge of project management, scheduling, cost estimating, and scope of work development.
  • Knowledge of principles and methods of energy analysis, design, and layout involved with the full suite of utilities used in commercial buildings and services.
  • Knowledge of construction methods and processes, project scheduling, cost estimating procedures, and material quantity takeoffs.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I

PHYSICAL WORKING CONDITIONS:
  • State and nationwide travel is required for this position, approximately 10% of the time.
