Bank Secrecy Act (Bsa) Quality Assurance & Testing Manager

Summary:  The Bank Secrecy Act (BSA) Quality Assurance (QA) & Testing Manager is responsible for administering the BSA QA and Testing program and reviewing financial crimes compliance functions (BSA/AML/OFAC) within the BSA Department.  The BSA QA & Testing Manager reports to the BSA Officer and supports all areas of the BSA program, including but not limited to transaction monitoring, customer risk rating, regulatory reporting, and customer screening.

Salary commensurate with experience, ranging from $90,000 to $120,000 annually. The exact compensation may vary based on relevant experience, skills, education, training, licensure and certifications, and location.

Responsibilities:

• Administer the BSA QA & Testing Framework, to include (i) developing test scripts and supporting materials (e.g., procedures, job aids, training, etc.); (ii) performing Quality Assurance and testing reviews; (iii) assisting in the preparation of testing results, metrics and reports; and (iv) ensuring test scripts remain current with changes in regulations, policies, and procedures.
• Develop and update, on at least an annual basis, the BSA QA & Testing Annual Plan.
• Develop and maintain BSA QA and Testing policy, procedures, and related program documentation.
• Apply in-depth knowledge and experience to ensure testing activities and work papers adhere to standards and quality expectations.
• Work with First Line of Defense (FLOD) Compliance and Operations functions to support Quality Assurance/quality control functions that impact the BSA program.
• Execute QA and testing reviews on BSA program within scope of annual plan as well as ad hoc reviews, as necessary and/or dictated by exam/audit/risk assessment findings.
• Gather testing results and summarize results, including root cause analysis, to make recommendations for identified deficiencies, training and procedure/program enhancements, as needed.
• Oversee the process to identify, document, and address the remediation of findings or exceptions.
• Work with Third Line of Defense (e.g., exam, audit, etc.) and risk/model validation teams to support BSA, AML and OFAC-related reviews.
• Perform special projects and additional duties and responsibilities as required.

 Qualifications:

• Bachelor’s degree (B.A. / B.S.) required; postgraduate degree preferred.
• Minimum eight (8) years BSA/AML experience required, with at least four (4) years Quality Assurance, quality control, testing, risk assessment, or audit processes and procedures experience.
• Professional certifications preferred (i.e., CAMS, CFE).
• Experience with automated BSA transaction monitoring system and/or case management system (Verafin preferred).
• Strong working knowledge of Excel, Word, PowerPoint.
• Subject matter expertise in BSA, AML, OFAC, CIP, CDD, EDD, and other BSA regulatory requirements.
• Knowledge of a broad range of banking products and services (experience with Fiserv products a plus) and key operational processes.
• Ability to interact with, communicate and present to executive management, business and operational partners, peers, and other stakeholders (such as exam and audit staff).
• Ability to understand and draw conclusions from research conducted and work constructively with internal and external stakeholders to execute program goals.
