Description of Job
Under the mission of the State Treasury, This position exists to increase holder reporting and compliance, resulting in increased funds to be deposited to the unclaimed property trust fund, where it is held until the rightful owner or heir is located. This is accomplished by conducting phone or desk audits, reviewing reports and recommending audit candidates, processing audit documents, participating in or conducting seminars to educate holders about reporting requirements and performing other related audit duties. This position has a lead role on field audits. This position selects desk audit candidates based on their reporting history, business type, number of employees, and the auditor's own research. Independently or jointly, the position conducts both field and desk audits of companies for compliance with the Act and related Treasury policies. This position reviews business claims for completeness, accuracy and correct ownership. This position examines and processes claims and determines whether to request additional information or deny or approve claims. Follow established departmental policies and procedures to resolve claims and claims issues. Uses KAPS datasets, Accurint, SEC filings, research databases, Secretary of State filings, and analysis techniques to determine ownership. This includes following the chain of ownership through mergers, acquisitions, bankruptcies and dissolutions and reviewing business records, tax reports and regulatory filings. This position reviews TPA's audit proposals by compiling the holder's reporting history, the holder's industry and annual revenues, the number of employees, physical Colorado locations, the State of Incorporation, and the names and reporting histories of subsidiaries. Position issues audit sixty-day letter and examination notices, reviews work-in-progress reports for changes in audit statuses, and contacts TPA staff by phone and email for audit updates and to discuss issues. At the end of each audit, the position collects audit reports and reviews TPA invoices before payment. The auditor must exercise judgment when selecting which audits to join.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
EDUCATION AND EXPERIENCE:
Bachelor's degree from an accredited institution in Public Administration, Public Policy, Economics, Accounting, Auditing, Finance, or a closely related field.
AND
(3) Three years of professional experience including conducting audits to ensure adherence to standards, identifying audit issues, investigating audit issues and necessary follow-up actions, and/or ensuring written and verbal policies and regulations are in compliance. This experience must be demonstrated in your application to be considered for employment.
Substitutions:
  • Additional experience, as outlined above in the minimum requirements, will substitute for the degree requirement on a year-for-year basis.
  • Master's degree in Public Administration, Public Policy, Economics, Finance, Accounting, Auditing, or a closely related field will substitute for the required experience on a year-for-year basis

OR
  • Current, valid licensure as a CPA from the Colorado Board of Accountancy or a current, valid CIA certificate will substitute for the degree requirement and one year of the required experience

Preferred Qualifications:
  • State government experience performing compliance or financial audits and making recommendations for improvement.
  • Experience preparing and reviewing audit papers and worksheets
  • Knowledge and/or experience in unclaimed property
  • Experience providing technical assistance to stakeholders
